Beloit City Council Meeting Minutes – 2/2/2026

The Beloit City Council met in regular session on February 2, 2026, in the Council Chambers. Mayor Tom Naasz called the meeting to order at 7:00 p.m. Council Members in attendance were Mandy Fincham, Tony Gengler, Todd Adolph, Lee McMillan, and Andrew Grabon. Also, present was City Attorney Katie Schroeder joined by Zoom, and City Clerk Amanda Lomax.

The Invocation and Pledge of Allegiance was recited.

A motion was made by Councilor Grabon and seconded by Councilor McMillan to approve January 21, 2026, Council Meeting Minutes, and Appropriations 2A. Motion carried 5-0. Nays: None.

A motion was made by Councilor Grabon and seconded by Councilor Gengler to approve Ordinance 2387 Amending the Livestock Ordinance. Motion carried 5-0. Nays: None.

A motion was made by Councilor Grabon and seconded by Councilor Fincham to approve Resolution 2026-4 Land Bank Appointment of Laura Lorenz. Motion carried 5-0. Nays: None.

A motion was made by Councilor McMillan and seconded by Councilor Grabon to approve an Investment Level of $3,000.00 to support Discover Mitchell County for 2026. Motion carried 4-0. Nays: None. Mandy Fincham abstained from voting.

A motion was made by Councilor Grabon and seconded by Councilor McMillan to approve the

(2) 500 KVA Transformer Bid from Wesco Distribution for the amount of $32,902.18. Motion carried 5-0. Nays: None.

A motion was made by Councilor Grabon and seconded by Councilor McMillan to go into Executive session for consultation with the city attorney pursuant to the attorney-client privilege exception, K.S.A. 75-4319(b)(2), with City Clerk Amanda Lomax for a period of 15 minutes. Motion carried 5-0. Nays: None.

A motion was made by Councilor McMillan and seconded by Councilor Gengler to adjourn the meeting. Motion carried 5-0. Nays: None. The meeting ended at 7:46 p.m.

There was no Work Session scheduled.
