Beloit City Council Meeting Minutes – 4/16/2025

The Beloit City Council met in regular session on April 16, 2025, in the Council Chambers. Mayor Tom Naasz called the meeting to order at 7:00 p.m. Council Members in attendance were Gretchin Staples, Todd Adolph, Tony Gengler, Andrew Grabon, and Lee McMillan. Also, present was City Attorney Katie Schroeder, City Manager Halley Roberson, and City Clerk Amanda Lomax.

The Invocation and Pledge of Allegiance was recited. City Manager Halley Roberson reported on the following:

  1. Water Treatment Plant
  2. Walnut/8th Street
  3. Raw Waterline
  4. Electric Projects
  5. Administration Projects
  6. Airport

A motion was made by Councilor Grabon and seconded by Councilor Adolph to approve April 2, 2025, Council Meeting Minutes, and Appropriations 4B. Motion carried 5-0. Nays: None.

A motion was made by Councilor Staples and seconded by Councilor Gengler to approve Ordinance 2368 Amending Zoning for Metal Buildings. Motion carried 5-0. Nays: None.

A motion was made by Councilor Grabon and seconded by Councilor McMillan to approve Resolution 2025-21 Unfit Structure located at 309 N Washington Street setting a public hearing. Motion carried 5-0. Nays: None.

A motion was made by Councilor McMillan and seconded by Councilor Adolph to approve the Airport Lease Agreement with Wells Flying Service. Motion carried 5-0. Nays: None.

A motion was made by Councilor Grabon and seconded by Councilor McMillan to approve the Pole Bid from Bridgewell Resources for $43,353.00. Motion carried 5-0. Nays: None.

The motion was made by Councilor McMillan and seconded by Councilor Grabon to approve the USD 273 Pledge in the amount of $25,000.00 per year for 5 years. Motion carried 4-1. Nays: Gengler

The motion was made by Councilor McMillan and seconded by Councilor Grabon to table the special event license request from Amanda Solt for a class reunion at the Chautauqua Park May 24th, 2025. Motion carried 5-0. Nays: None.

A motion was made by Councilor McMillan and seconded by Councilor Adolph to adjourn the meeting. Motion carried 5-0. Nays: None. The meeting ended at 8:06 p.m.

Mayor Tom Naasz started the work session at 8:06 p.m. Council Members in attendance Gretchin Staples, Todd Adolph, Lee McMillan, Tony Gengler, Andrew Grabon. Also, present was City Attorney Katie Schroeder, City Manager Halley Roberson, and City Clerk Amanda Lomax.

City Manager Halley Roberson discussed electric capacity and generation.
