CONCORDIA, KS — The Cloud County Law Enforcement Center will officially suspend jail operations for the foreseeable future following a wave of staff resignations that has left the facility unable to maintain standard functions.
The announcement came during a Cloud County Commission meeting on Wednesday, December 31. Commission Chairman Mike Cleveland confirmed that Sheriff Ken Davis made the executive decision to halt regular operations at the facility.
Leadership and Jurisdiction
As an elected official, Sheriff Davis holds sole authority over the Law Enforcement Center’s operations. While the Cloud County Commission provides budgetary oversight, they do not have the legal jurisdiction to manage the facility or dictate its operational status.
Staffing Shortages the Primary Catalyst
The decision to close follows a critical shortage of personnel. According to officials, the jail has lost approximately five corrections officers to resignations in just the last few weeks.
The suspension is being attributed to:
- Rapid Personnel Loss: The sudden departure of nearly half a dozen staff members.
- Training Hurdles: The significant time required to properly vet and train new hires.
- Safety Requirements: An inability to meet the necessary officer-to-inmate ratios required for safe operation.
Impact on Inmates and Arrestees
The facility currently houses a population of inmates who will now be relocated.
- Transfers: All current inmates will be moved to neighboring county facilities.
- Financial Cost: Cloud County will be responsible for the “bed taxes” and housing fees charged by the receiving jurisdictions.
- Intake Process: The Law Enforcement Center will remain open for the initial intake and processing of new arrestees. Once processed, those individuals will be immediately transported to outside facilities.
Sheriff Davis has not provided a specific timeline for when the jail might resume full operations, noting that the suspension will last until the facility is adequately staffed and trained.
