Marshall County Commission Meeting Minutes – 5/20/2024

The Board of Marshall County Commissioners met in regular session with Keith Bramhall, Chairman, Jon Ungerer, member, Fritz Blaske, member and County Clerk Sandra K. Wilson present. Chris Pannbacker with the Marysville Advocate was also present for the meeting.

Commissioner Bramhall called the meeting to order at 8:30 a.m. The meeting was opened with the flag salute.

Jon Ungerer moved, seconded b Keith Bramhall to approve the minutes of the 5/13/24 meeting and the agenda for today’s meeting. Unanimous.

Keith Bramhall moved, seconded by Fritz Blaske to approve the following purchase orders. Unanimous.

Public works administrator Mike Craig met with the Board.

Keith Bramhall moved, seconded by Jon Ungerer to approve the following purchase order. Unanimous.

    For steer tires and repairs
    $2,576.15-Road & Bridge Fund-P.O. #109566

Keith Bramhall moved, seconded by Fritz Blaske to go into executive session per KSA 75-4319(b)(1) to discuss matters of non-elected personnel – potential hire with the Board and Public Works Administrator Mike Craig present to return to open session in the Board meeting room at 9:05 a.m. Unanimous.

Keith Bramhall moved, seconded by Fritz Blaske to hire Brad Cook as Public Works Laborer (Probation) at the rate of $20.06 effective May 28, 2024. Unanimous.

Keith Bramhall moved, seconded by Jon Ungerer to approve the payment out of ARPA to the Loyd Group in the amount of $14,369.00. Unanimous.

Wayne Kruse, Sarah Kessinger and Maureen Crist met with the Board regarding the matching funds Planning Grant for the Rail Trail extension. The City of Marysville has pledged $5,000 and Marshall County Partnership for Growth has pledged $10,000.

Keith Bramhall moved, seconded by Fritz Blaske to approve a pledge of $5,000 towards the matching funds for the planning grant to be paid out of Special Parks fund. Unanimous.

Jon Ungerer moved, seconded by Fritz Blaske to approve the one abatement in the amount of $1,011.58. Unanimous.

Keith Bramhall moved, seconded by Jon Ungerer to approve the following purchase orders. Unanimous.

County Counselor Andy Lohmann met with the Board. DeVaughn James has filed the lawsuit in Marshall County District Court for recovery of the bridge that was damaged on Tumbleweed Road.

Agency on Aging Director Ashley Lyhane met with the Board. She gave updated transportation and meal numbers. The lease is up on her copier and she will be replacing this with a new lease through Central Business Systems. The shelf stable meals have arrived and they are making arrangements for their delivery prior to the closing of the Helvering Center for the epoxy being installed on the floors.

Jon Ungerer moved, seconded by Fritz Blaske to approve the vouchers as presented and issue manual warrants. Unanimous.

The Board and Sheriff Tim Ackerman held a ZOOM meeting with Jay Herrmann of AHRS to discuss possible plans for jail construction. Plans were discussed to just build the administrative offices at the 11th Terrace location and contract to send all inmates to another County for containment. Jay will work on an estimated cost and get together with Jeff Lane of TreanorHL for a new drawing of the proposed project.

Keith Bramhall moved, seconded by Jon Ungerer to approve an additional abatement in the amount of $5,736.38. Unanimous.

Keith Bramhall moved, seconded by Fritz Blaske to adjourn the meeting at 11:28 a.m. Unanimous. The next regularly scheduled meeting will be held on Tuesday, May 28, 2024 beginning at 8:30 a.m. The Courthouse will be closed on Monday, May 27, 2024 in observance of Memorial Day.
