Marshall County Commission Meeting Minutes – 6/8/2026

The Board of Marshall County Commissioners met in regular session with Jon Ungerer, member, Greg Meyer, member, Austin Cline, member and County Clerk Sandy Wilson present. Chris Pannbacker from the Marysville Advocate was present for the meeting.

Commissioner Meyer called the meeting to order at 8:30 a.m. The meeting was opened with the flag salute.

Greg Meyer moved, seconded by Austin Cline to approve the minutes from the 6/1/26 meeting and the amended agenda for today’s meeting. Unanimous.

Jon Ungerer moved, seconded by Austin Cline to approve the following purchase orders. Unanimous.

Public Works Administrator Mike Craig met with the Board. Norfolk Construction will be getting started on the Quail Rd bridge – mid week weather permitting.

Greg Meyer moved, seconded by Austin Cline to approve sponsoring the Escort program up to $10,000 treatment of 160 acres per landowner for the treatment of sericea lespedeza only. Unanimous.

Public Works Administrator Mike Craig reported that they applied for a local bridge grant and received notice that our application was accepted for an award of $860,000. This will be used for the replacement of the bridge on Cherokee Rd in St. Bridget Township.

Greg Meyer moved, seconded by Austin Cline to approve the Neighborhood Revitalization application for Carl Pralle for a 50’ x 60’ addition to an agricultural building at 2928 10th Rd, Blue Rapids, KS. Unanimous.

Agency on Aging Director Ashley Slupianek met with the Board. Her update showed an increase of meals and transportation.

Agency on Aging budget request for 2027 showed a decrease of $500.
KDOT budget request for 2027 showed an increase of $29,200 which includes a new van.
Title IIIC budget request shows an increase of $7,000.

Greg Meyer moved, seconded by Jon Ungerer to approve vouchers as presented and issue manual warrants. Unanimous.

County Counselor Anthony Bruna met with the Board.

Greg Meyer moved, seconded by Austin Cline to go into executive session per KSA 75-4319(b)(2) to discuss matters of attorney-client privileged discussions – potential litigation with the Board, County Counselor Anthony Bruna and County Clerk Sandy Wilson present to return to open session in the Board meeting room at 10:20 a.m. Unanimous.

Greg Meyer moved, seconded by Austin Cline to continue executive session per KSA 75-4319(b)(2) to discuss matters of attorney-client privileged discussions – potential litigation with the Board, County Counselor Anthony Bruna and County Clerk Sandy Wilson present to return to open session in the Board meeting room at 10:30 a.m. Unanimous.

No action taken as a result of these executive sessions.

Susie Latta, Megin Jacques, David Luebcke and Marsha Schell met with the Board to summarize and make the budget request for the Extension Office in the amount of $254,220 which is a $13,720 increase from previous year. K-State will be decreasing their funding from $184,302.70 to $65,652.36.

The budget request for the Fair Building Fund remains the same at $15,000.

Marlene Stamm, sanitarian with North Central Kansas Environmentals presented her 2027 budget request in the amount of $15,633.50 which is an increase of $327.50.

Mike Rezkalla with Pawnee Mental Health met with the Board to give an annual update and present the budget request for 2027 in the amount of $132,594 which is an increase of 1% from previous year.

Jon Ungerer moved, seconded by Austin Cline to go into executive session per KSA 75-4319(b)(1) to discuss matters of non-elected personnel – employee evaluations with the Board and County Clerk Sandy Wilson present to return to open session in the Board meeting room at 11:35 a.m. Unanimous.

No action taken as a result of this executive session.

Greg Meyer moved, seconded by Jon Ungerer to adjourn the meeting at 11:36 a.m. Unanimous. The next regularly scheduled meeting will be held on Monday, June 15, 2026 beginning at 8:30 a.m.
