Marshall County Commission Meeting Minutes – April 3, 2017

The Board of Marshall County Commissioners met in regular session with Robert S. Connell, Chairman, Lynn Feldhausen and David E. Baier members and Sonya L. Stohs, County Clerk present.

The meeting was called to order at 8:30 a.m.

The Board opened the meeting with the flag salute.

The minutes and agenda were approved as presented upon a motion by David E. Baier seconded by Lynn Feldhausen. Unanimous.

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

Lynn Feldhausen moved, seconded by David E. Baier to approve the following purchase orders. Unanimous.

Public Works Administrator Mike Craig presented the following bids for 104 various size tubes and 28 bands.

Gary Montere, Welborn Sales, Salina, KS was present for the bid opening.

Robert S. Connell moved, seconded by David E. Baier to approve the low bid from Welborn Sales, Salina, KS in the amount of $54,767.88 for assorted tubes and bands. Unanimous.

David E. Baier moved, seconded by Lynn Feldhausen to approve the following purchase orders. Unanimous.

Robert S. Connell moved, seconded by David E. Baier to approve the Construction Contract with JD Construction, Marysville, KS for the new roof on the Marysville Public Works Shop. Unanimous.

Lynn Feldhausen moved, seconded by David E. Baier to approve the following purchase orders. Unanimous.

David E. Baier moved, seconded by Lynn Feldhausen to approve the Home City Sewer bills and pay them from the appropriate funds available. Unanimous.

Agency on Aging Director Patrick O’Neil met with the Board.

Dvaid E. Baier moved, seconded by Lynn Feldhausen to approve the following purchase orders. Unanimous.

Agency on Aging Director Patrick O’Neil also discussed changes to the Nutrition Site Cook and Manager pay scales. The Board will review the information and discuss it further next week.

County Health Nurse Sue Rhodes met with the Board to give a monthly update.

Lynn Feldhausen moved, seconded Robert S. Connell to approve the Neighborhood Revitalization application for Ryan and Angie Wassenberg, Home, KS with the preconstruction pictures that were provided by the applicant and an application for Kurt and Theresa Sack, Axtell, KS with the preconstruction pictures that were provided by the applicant. Unanimous.

Sheriff Daniel A. Hargrave met with the Board.

David E. Baier moved, seconded by Robert S. Connell to approve the following purchase order. Unanimous.

Robert S. Connell moved, seconded by Lynn Feldhausen to approve the vouchers, as presented, and to issue manual warrants from the respective fund. Unanimous.
RSVP Director Joni Spellmeier placed a call to the Board to discuss delivering freezer meals

Commissioner Robert S. Connell informed the Board that it was time to discuss the reappointments that were to be reviewed during the April 3, 2017 meeting.

County Counselor
Lynn Feldhausen moved, seconded by Robert S. Connell to appoint Laura Johnson-McNish as the County Counselor for the remainder of the 2017 year. Unanimous.

Custodian
No motion was made.

Public Works Mike Craig met with the Board.

The Board has decided to not reappoint a Custodian and move the position to the Public Works Department as an employee position, not appointed, and will be supervised by Public Works Administrator Mike Craig. The Board asked that Mike advertise for a Laborer in the newspaper.

County Health Nurse Sue Rhodes met with the Board.

David E. Baier moved, seconded by Lynn Feldhausen to approve the following purchase orders. Unanimous.

David E. Baier moved, seconded by Lynn Feldhausen to approve Public Works Administrator Mike Craig signing the proposals from Hall Brother, Inc., Marysville for the overlay and skim patching projects. Unanimous.

Robert S. Connell moved, seconded by David E. Baier to discuss matters of nonelected personnel to assure compliance with policies and laws with County Clerk Sonya L. Stohs present. Unanimous.
The Board approved County Clerk Sonya L. Stohs to advertise for a position in her office as she will have a vacancy at the end of May.
Custodian Lou Wassenberg met with the Board at their request. The Board informed her that she was not reappointed and that they are changing the job from appointed to under the Public Works Department and she is welcome to apply for that position.

Robert S. Connell moved, seconded by David E. Baier to adjourn at 11:15 a.m. Unanimous. The next scheduled meeting will be Monday, April 3, 2017 starting at 8:30 a.m.
