Three Arrested After Traffic Stop Yields Narcotics

TOPEKA, Kan. – Three individuals, including a wanted Kansas felon, were arrested following a traffic stop Wednesday night in Topeka. Just after 10:30 p.m. on February 14, a Shawnee County Sheriff’s Office K-9 unit stopped a black 1999 Acura TL near the intersection of SW 11th Street and SW Prairie Road, according to Deputy Abigail Christian.

A K-9 unit assisted in the investigation, which led to the discovery of illegal narcotics. As a result, three Topeka residents were taken into custody.

Patricia L. Miller, 43, was arrested on multiple outstanding warrants and new charges including possession of an opiate, opium, narcotic or certain stimulant, and possession of drug paraphernalia. According to the Kansas Department of Corrections, Miller has two prior drug convictions.

Brian L. Kilburn, 47, was arrested and booked into the Shawnee County Department of Corrections on requested charges of possession of an opiate, opium, narcotic or certain stimulant, possession of drug paraphernalia, and driving while suspended.

Phillip J. Minton, 42, was also arrested and booked into the Shawnee County Department of Corrections on requested charges of possession of an opiate, opium, narcotic or certain stimulant, and possession of drug paraphernalia.

The investigation is ongoing.
