Topeka Man Arrested For Child Sex Crimes

SHAWNEE COUNTY – The Kansas Bureau of Investigation (KBI) arrested a Topeka man Thursday morning for a child sex offense.

On Thursday, July 2, KBI agents with the Child Victims Unit arrested Koby Allen Hoar, 25, of Topeka. Hoar was arrested for two counts of sexual exploitation of a child. Formal charges are pending.

The KBI began investigating after a cyber-tip was submitted to the National Center for Missing and Exploited Children. On April 7, 2026, KBI agents executed a search warrant at Hoar’s residence and seized evidence.

Following his arrest Hoar was booked into the Shawnee County Department of Corrections. Additional charges against Hoar are expected.

All subjects are presumed innocent until proven guilty in a court of law.
