Marshall County Commissioners Meeting Highlights – October 28, 2024

The Board of Marshall County Commissioners met in regular session with Keith Bramhall, chairman, Fritz Blaske, member, Jon Ungerer, member and County Clerk Sandra K. Wilson present. Chris Pannbacker with the Marysville Advocate was also present for the meeting.

Commissioner Bramhall called the meeting to order at 8:30 a.m. The meeting was opened with the flag salute.

Keith Bramhall moved, seconded by Jon Ungerer to approve the minutes of the 10/21/24 meeting and the agenda for today’s meeting. Unanimous.

Jon Ungerer moved, seconded by Fritz Blaske to approve the following purchase orders. Unanimous.

    Foley Industries, Manhattan, KS
    For 1 High Flow motor & gasket
    $4,029.53-Road & Bridge Fund-P.O. #109628

    Henry M Adkins & Son
    For Nov 5 ballots and programming
    $9,496.66-Election Fund-P.O. #7318

Fritz Blaske moved, seconded by Jon Ungerer to approve the following Home Sewer bills to be paid out of the appropriate funds. Unanimous.

    Heather Ruhkamp – contract services             $    160.00
    Hanover Electric – spare pump               $1,471.43
    Pace Analytical Services                    $   460.40

County Treasurer Angie Price presented the Board with the 2023 Tax Settlement statement.

County Treasurer Angie Price received bids from Network Computer Solutions for 3 new computers in the amount of $4,703.32.

Agency on Aging Director Ashley Slupianek presented the Board with the proposed 2026 KDOT budget.

Keith Bramhall moved, seconded by Fritz Blaske to approve the 2026 KDOT Budget request. Unanimous.

Keith Bramhall moved, seconded by Fritz Blaske to approve the Title VI policies as presented. Unanimous.

Keith Bramhall moved, seconded by Jon Ungerer to sign the Letter of Support for public transit. Unanimous.

Agency on Aging recently had vehicle inspections and all vehicles passed the inspection at 100%.

Health Nurse Cheryl Skalla met with the Board to give an update. Today will be their last outreach clinic for the month. 429 vaccines were given to 230 people at the recent drive through clinic. They will be out in the communities again in November. On November 5 they will be at each polling location from 7:00 a.m. to 7:00 p.m. for Vote & Vax day for flu and Covid vaccines.

National Take it Back day was this past Saturday.

Jon Ungerer moved, seconded by Keith Bramhall to go into executive session per KSA 75-4319(b)(1) to discuss matters of non-elected personnel – employee evaluations with the Board, Health Nurse Cheryl Skalla and County Clerk Sandy Wilson present to return to open session in the Board meeting room at 9:35 a.m. Unanimous.

Jon Ungerer moved, seconded by Keith Bramhall to extend the executive session per KSA 75-4319(b)(1) to discuss matters of non-elected personnel – employee evaluations with the Board, Health Nurse Cheryl Skalla and County Clerk Sandy Wilson present to return to open session in the Board meeting room at 9:45 a.m. Unanimous.

No action taken as a result of this executive session.

Keith Bramhall moved, seconded by Fritz Blaske to extend executive session per KSA 75-4319(b)(2) to discuss matters of attorney client privileged discussions – potential litigation with the Board, County Counselor Anthony Bruna and County Clerk Sandy Wilson present to return to open session in the Board meeting room at 10:05 a.m. Unanimous.

No action taken as a result of this executive session.

County Counselor Anthony Bruna presented a contract to the Board for approval. This is a Real Estate contract between Julie Tillery and the Board of County Commissioners for the purchase of Lots 7 & 8, W ½ of Lot 9, Block 14 in Marysville in the amount of $35,000. The closing will be on or before December 2nd.

Keith Bramhall moved, seconded by Jon Ungerer to approve the real estate contract between Julie Tillery and Marshall County Board of County Commissioners for the purchase of Lots 7 & 8 and W ½ Lot 9, Block 14 in the amount of $35,000. Unanimous.

Keith Bramhall moved, seconded by Fritz Blaske to sell the property located at 11th Terrace, Marysville, KS through the proper procedures. Unanimous.

Darren Booth representing Theel Insurance and Freedom Claims Management, Inc. met with the Board to discuss the upcoming change in group medical, dental and eye insurance. Mr. Booth presented the January 1, 2025 Blue Cross and Blue Shield rates and explained the benefits. The Board then looked at dental & vision options.

Keith Bramhall moved, seconded by Fritz Blaske to go into executive session per KSA 75-4319(b)(2) to discuss matters of attorney client privileged discussions – contract negotiations with the Board, County Counselor Anthony Bruna and County Clerk Sandy Wilson present to return to open session in the Board meeting room at 11:15 a.m. Unanimous.

Jon Ungerer moved, seconded by Fritz Blaske to approve the contract attorney contract for 2025 for Elizabeth Olson in the amount of $3,000 per month. Unanimous.

Jon Ungerer moved, seconded by Keith Bramhall to supplement the 2025 Blue Cross and Blue Shield group medical insurance with Blue Cross Blue Shield Comprehensive Dental with the $2,500 max benefit as an employee/employer cost share and Blue Cross Blue Shield Eye Med vision supplement at the expense of the employee. Unanimous.

Jon Ungerer moved, seconded by Fritz Blaske to approve vouchers as presented and issue manual warrants. Unanimous.

Jon Ungerer moved, seconded by Keith Bramhall to approve payroll as presented. Unanimous.

Keith Bramhall moved, seconded by Fritz Blaske to approve the payment to Rimol Greenhouse Systems in the amount of $8,091.56 out of ARPA funds for the purchase of a greenhouse for Transition Plus in Summerfield, KS. Unanimous.

Fritz Blaske moved, seconded by Keith Bramhall to adjourn the meeting at 12:55 p.m. Unanimous. The next regularly scheduled meeting will be held on Monday, November 4, 2024 beginning at 8:30 a.m.
