Marshall County Commission Meeting Minutes – 4/6/2026

The Board of Marshall County Commissioners met in regular session with Greg Meyer, member, Austin Cline, member, Jon Ungerer, member and County Clerk Sandy Wilson present. Chris Pannbacker from the Marysville Advocate was present for the meeting.

Commissioner Ungerer called the meeting to order at 8:30 a.m. The meeting was opened with the flag salute.

Greg Meyer moved, seconded by Austin Cline to approve the minutes from the 3/30/26 meeting and the agenda for today’s meeting. Unanimous.

Jon Ungerer moved, seconded by Austin Cline to approve the following purchase orders. Unanimous.

Jon Ungerer moved, seconded by Greg Meyer to approve the following Home Sewer bills to be paid out of the appropriate funds. Unanimous.

Public Works Administrator Mike Craig met with the Board.

Public Works Administrator Mike Craig received bids from Husker Steel as follows:
Deertrail Rd – Oketo Twp 30’L x 24.5’W – $197,704
30th Rd near Parallel Rd – Cleveland Twp 40’L x 20.5’ W – $219,981

Greg Meyer moved, seconded by Austin Cline to approve the above bids as presented for the construction of the 2 bridges by Husker Steel. Unanimous.

Greg Meyer moved, seconded by Austin Cline to recess the meeting at 9:00 a.m. Unanimous.

Greg Meyer moved, seconded by Jon Ungerer to Call to Order the Road Closing Hearing for a portion of Quail Road in Elm Creek Township. Unanimous.

Jon Ungerer moved, seconded by Austin Cline to approve Resolution #20-26-04-06-1 to vacate a portion of Quail Road in Elm Creek Township. Unanimous.

Jon Ungerer moved, seconded by Greg Meyer to adjourn the Road Closure Hearing at 9:04 a.m. Unanimous.

Greg Meyer moved, seconded by Austin Cline to reconvene the regularly scheduled Board of County Commissioners meeting at 9:05 a.m. Unanimous.

Register of Deeds Ruth Martin met with the Board.

Greg Meyer moved, seconded by Jon Ungerer to approve a step raise for Krissy Throm from Clk I St I at $21.43/hr to Clk I St II at $21.82/hr effective 4/11/26 at the recommendation of Register of Deeds Ruth Martin. Unanimous.

Greg Meyer moved, seconded by Austin Cline to approve the Neighborhood Revitalization application for Naaf Farms for the construction of an 80’ x 100’ machine shed at 2257 Cherokee Rd, Summerfield, KS. Unanimous.

Greg Meyer moved, seconded by Jon Ungerer to go into executive session per 75-4319(b)(1) to discuss matters of non-elected personnel – employee evaluations with the Board, HR/Payroll Director Amanda Svoboda and County Clerk Sandy Wilson present to return to open session in the Board meeting room at 9:45 a.m. Unanimous.

No action taken as a result of this executive session.

Emergency Management Director Bill Schwindamann, Jr. and Asst Manager Sara Naaf met with the Board. There were 2 electrical bids received for the new annex building as follows:

Nelson Power & Light, Marysville, KS $16,200.00
Semper Fi, Marysville, KS $19,505.15

Greg Meyer moved, seconded by Jon Ungerer to accept the low bid from Nelson Power & Light in the amount of $16,200 with the addition of 2 exterior lights. Unanimous.

Greg Meyer moved, seconded by Austin Cline to approve the vouchers as presented and issue manual warrants. Unanimous.

Jon Ungerer moved, seconded by Greg Meyer to go into executive session per KSA 75-4319(b)(1) to discuss matters of non elected personnel – employee evaluations with the Board and County Clerk Sandy Wilson present to return to open session in the Board meeting room at 10:25 a.m. Unanimous.

No action taken as a result of this executive session.

Greg Meyer moved, seconded by Jon Ungerer to adjourn the meeting at 10:31 a.m. Unanimous. The next regularly scheduled meeting will be held on Monday, April 13, 2026 beginning at 8:30 a.m.
