Marshall County Commission Meeting Minutes – 4/17/2017

The Board of Marshall County Commissioners met in regular adjourned session with Robert S. Connell, Chairman, Lynn Feldhausen and David E. Baier members and Sonya L. Stohs, County Clerk present.

The meeting was called to order at 8:30 a.m.

The Board opened the meeting with the flag salute.

The minutes and agenda were approved as presented upon a motion by Lynn Feldhausen seconded by David E. Baier. Unanimous.

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

Robert S. Connell moved, seconded by David E. Baier to approve the following purchase order. Unanimous.

Hall Brothers, Inc., Marysville, KS
for HMA Overlay (Herkimer blacktop)
$239,612.40-Road & Bridge fund-P.O. # 108690

Robert S. Connell moved, seconded by Lynn Feldhausen to approve the purchase of the low bid for 2 -2017 Chevy 2500 HDWT Regular Cab trucks from Nordhus Motors Co., Marysville, KS with a total cost of $57,420.00. Uanaimous.

Hall Brothers, Inc. representatives Jake Lauer and Harv Newland met with the Board to do a presentation for the County on their Onyx product to put on roads in replacement of chip sealing.

Ellen Barber was present to observe the meeting at 9:32 a.m.

County Treasurer Jami Ellenbecker and County Appraiser Tami Antoine met with the Board to discuss details of postal mailing company to send out the tax statements and valuation notices.

Lynn Feldhausen moved, seconded by David E. Baier to approve having County Treasurer Jami Ellenbecker have the 2016 tax roll address clean up done at the cost of $289.00. Unanimous.

Sheriff Daniel A. Hargrave met with the Board to discuss selling a 2012 Dodge Charger patrol car to the City of Frankfort for $6,000.00. Robert S. Connell moved, seconded by David E. Baier to approve the sale of the 2012 Dodge Charger patrol car to the City of Frankfort in the amount of $6,000.00. Unanimous.

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

Robert S. Connell moved, seconded by David E. Baier to approve the following purchase order. Unanimous.

for 2-2017 Chevy ¾ ton 4WD work trucks
$57,420.00-Road & Bridge fund-P.O. # 108691

Robert S. Connell moved, seconded by David E. Baier to go into executive session for ten minutes at 10:14 a.m. non-elected with Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson and County Clerk Sonya L. Stohs present. Unanimous.

Robert S. Connell moved, seconded by David E. Baier to approve the following purchase orders. Unanimous.

for paper
$1,239.60-General fund-P.O. # 5356

Frontier Forensics, Kansas City, KS
for autopsy
$1,625.00-General (Coroner) fund-P.O. # 5355

David E. Baier moved, seconded by Lynn Feldhausen to approve the vouchers, as presented, and to issue warrants from the respective fund. Unanimous.
Robert S. Connell moved, seconded by David E. Baier to go into executive session for ten minutes at 10:32 a.m. to discuss matters of nonelected personnel to assure compliance with policies and laws with County Clerk Sonya L. Stohs present. Unanimous. No action was taken.

Pat Caffrey met with the Board to discuss that the Nutrition Site Board does not have use for the cabinets that the County bought. They are having cabinets built by Graham’s Custom Cabinets for the cost of $5,545.31 and countertops and backsplash with labor included at a cost of $1,915.00.

David E. Baier moved, seconded by Robert S. Connell to approve the Home City Sewer bills and pay them from the appropriate funds available. Unanimous.
Robert S. Connell moved, seconded by David E. Baier to adjourn at 11:01 a.m. Unanimous. The next scheduled meeting will be Monday, April 24, 2017 starting at 8:30 a.m.
