Marshall County Commission Meeting Minutes – April 10, 2017

The Board of Marshall County Commissioners met in regular adjourned session with Robert S. Connell, Chairman, Lynn Feldhausen and David E. Baier members and Sonya L. Stohs, County Clerk present.

The meeting was called to order at 8:30 a.m.

The Board opened the meeting with the flag salute.

The minutes and agenda were approved as presented upon a motion by David E. Baier seconded by Lynn Feldhausen. Unanimous.

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

Public Works Administrator Mike Craig met with the Board to present the following bids for a 36 x 20.5 bridge package to go into St. Bridget Township.

Midwest Service and Sales, Schuyler, NE – $42,674.29
Husker Steel, Columbus, NE – $49,721.00

Lynn Feldhausen moved, seconded by David E. Baier to approve the low bid from Midwest Service and Sales, Schuyler, NE in the amount of $42,674.29. Unanimous.

Public Works Administrator Mike Craig presented the following 40 7’ and 40 8’ ¾” grader blades:

Berry Tractor, Topeka, KS – no bid
Foley Equipment, Topeka, KS – $10,502.80

Lynn Feldhausen moved, seconded by David E. Baier to approve the low bid from Foley Equipment, Topeka, KS for the 40 7’ and 40 8’ 3/4 “ grader blades in the amount of $10,502.80. Unanimous.

Public Works Administrator Mike Craig opened the following bids for two 2017 ¾ ton pickups for the Road & Bridge departments.

Nordhus Motors, Marysville, KS – 2017 Chevy 2500 HDWT Regular Cab – $28,785.00 for the 1st truck and $28,635.00 for the 2nd
Lee Chevrolet, Frankfort, KS – 2017 Chevy 2500 HDWT Regular Cab – $28,773.00

No decision was made. The Board wants to consider looking into other options.

David E. Baier moved, seconded by Lynn Feldhausen to approve Resolution # 17-04-10-1 for the Marshall County Floodplain Management Plan. Unanimous.

David E. Baier moved, seconded by Lynn Feldhausen to approve Resolution # 17-04-10-2 adopting revision to and amending the provisions of the Marshall County Solid Waste Management Plan previously adopted in May of 2016. Unanimous.

David E. Baier moved, seconded by Lynn Feldhausen to go into executive session for ten minutes at 9:25 a.m. to discuss matters of nonelected personnel to assure compliance with policies and laws with Public Works Director Mike Craig present. Unanimous. No action was taken.

Robert S. Connell moved, seconded by David E. Baier to go into executive session for ten minutes at 9:49 a.m. to discuss matters of nonelected personnel to assure compliance with policies and laws with County Clerk Sonya L. Stohs present. Unanimous. No action was taken.

Agency on Aging Director Patrick O’Neil met with the Board to go over his requests for pay scale changes. The Board discussed the proposed changes and decided to not take any action at this time. They discussed the possibility of looking over the entire pay scale to simplify it during the year to make it effective January of 2018.

Robert S. Connell moved, seconded by David E. Baier to go into executive session for ten minutes at 10:39 a.m. to discuss matters of nonelected personnel to assure compliance with policies and laws with County Clerk Sonya L. Stohs present. Unanimous. No action was taken.
Robert S. Connell moved, seconded by Lynn Feldhausen to approve the vouchers, as presented, and to issue warrants from the respective fund. Unanimous.
Robert S. Connell moved, seconded by David E. Baier to adjourn at 10:59 a.m. Unanimous. The next scheduled meeting will be Monday, April 17, 2017 starting at 8:30 a.m.

The Marshall County Courthouse and office will be closed on Friday, April 14, 2017 to observe Good Friday.
