Marshall County Commission Meeting Minutes – 11/17/2025

The Board of Marshall County Commissioners met in regular session with Jon Ungerer, member, Austin Cline, member Greg Meyer and County Clerk Sandy Wilson present. Chris Pannbacker from the Marysville Advocate was present for the meeting.

Commissioner Ungerer called the meeting to order at 8:30 a.m. The meeting was opened with the flag salute.

Jon Ungerer moved, seconded by Greg Meyer to approve the minutes of the 11/10/25 meeting and the agenda for today’s meeting. Unanimous.

The Board discussed the 2026 employee share of health insurance premiums.

Jon Ungerer moved, seconded by Greg Meyer for the employer to pay the increase of premiums for 2026 health insurance with the employee paying no increase in premiums from the previous year. Unanimous.

Commissioner Meyer left the meeting at 9:00 a.m.

The 2025 General Election canvass was held.

Jon Ungerer moved, seconded by Austin Cline to approve the 2025 City/School General Election results as canvassed. Motion passed 2-0.

Jon Ungerer moved, seconded by Austin Cline to go into executive session per KSA 75-4319(b)(2) to discuss matters of attorney-client privileged discussions – potential litigation with the Board, Sheriff Tim Ackerman, County Counselor Anthony Bruna and County Clerk Sandy Wilson to return to open session in the Board meeting room at 10:10 a.m. Motion passed 2-0.

No action taken as a result of this executive session.

Jon Ungerer moved, seconded by Austin Cline to go into executive session per KSA 75-4319(b)(2) to discuss matters of attorney-client privileged discussions – contract negotiations with the Board, County Counselor Anthony Bruna and County Clerk Sandy Wilson present to return to open session in the Board meeting room at 10:25 a.m. Motion passed 2-0.

No action taken as a result of this executive session.

Agency on Aging Director Ashley Slupianek met with the Board. KDOT bus inspections were performed on Friday, all buses passed inspection. KDOT grant has been submitted.

Chris Meyn, Representative of AirMedCare Network met with the Board.

Public Works Administrator Mike Craig met with the Board.

Jon Ungerer moved, seconded by Greg Meyer to go into executive session per KSA 75-4319(b)(2) to discuss matters of attorney-client privileged discussion – contract negotiations with the Board, Public Works Administrator Mike Craig, Count Counselor Anthony Bruna and County Clerk Sandy Wilson to return to open session in the Board meeting room at 10:50 a.m. Motion passed 2-0.

No action taken as a result of this executive session.

Jon Ungerer moved, seconded by Austin Cline to approve the Schwab Eaton for contract for engineering services for the bridge North of Waterville in the amount of $278,000 or 6% of the total cost of the project. Motion passed 2-0.

Jon Ungerer moved, seconded by Austin Cline to approve the following purchase orders. Motion passed 2-0.

Mike Peschel with Twin Valley Developmental Services met with the Board. Twin Valley is applying for their annual KDOT grant and asked the Board for a letter of support.

Jon Ungerer moved, seconded by Austin Cline to sign a letter of support for Twin Valley Developmental Services grant application. Motion passed 2-0.

Jon Ungerer moved, seconded by Austin Cline to approve the following purchase orders. Motion passed 2-0.

Jon Ungerer moved, seconded by Austin Cline to approve vouchers as presented and issue manual warrants. Motion passed 2-0.

Jon Ungerer moved, seconded by Austin Cline to adjourn the meeting at 11:22 a.m. Motion passed 2-0. The next regularly scheduled meeting will be held on Monday, November 24, 2025 beginning at 8:30 a.m. The Marshall County Courthouse will be closed on Thursday, November 27 and Friday, November 28 in observance of the Thanksgiving Holiday.
