Marshall County Commission Meeting Minutes – 3/31/2025

The Board of Marshall County Commissioners met in regular session with Jon Ungerer, chairman, Austin Cline, member, Greg Meyer, member and County Clerk Sandra K. Wilson present. Chris Pannbacker from the Marysville Advocate was present for the meeting.

Commissioner Ungerer called the meeting to order at 8:30 a.m. The meeting was opened with the flag salute.

Jon Ungerer moved, seconded by Austin Cline to approve the minutes of the 03/24/25 meeting and the agenda for today’s meeting. Unanimous.

County Clerk Sandy Wilson met with the Board.

Jon Ungerer moved, seconded by Greg Meyer to approve a step raise for Jeanette Diehl from Clk I St II at $21.18/hr to Clk II St I at $21.50/hr effective 03/11/25. Unanimous.

Jon Ungerer moved, seconded by Austin Cline to approve the following purchase orders. Unanimous.

Sondra Klover, Public Works Assistant Administrator met with the Board.

Jon Ungerer moved, seconded by Greg Meyer to approve the following purchase order. Unanimous.

    $6,300.00-Road & Bridge Fund-P.O. #109664

Jon Ungerer moved, seconded by Greg Meyer to approve the recommendation of Public Works Administrator Mike Craig for the following job changes and step raises. Unanimous.

Brad Armstrong from Assistant Road Supervisor at $24.06/hr to Road Supervisor at Frankfort Shop at the rate of $26.00/hr.

Kelly FitzGerald from Operator at $23.49/hr to Assistant Road Supervisor at $24.06/hr.

KCAMP inspector will be visiting all the County buildings on Tuesday, April 1, 2025.

KWORCC representative just recently finished the shop safety inspections.

Forklift Certification Training will take place on April 15, 2025 at the Helvering Center. The training will be conducted by KWORCC.

County Appraiser Tami Antoine and Deputy Laura Butler met with the Board to further discuss desk bids.

Eakes in the amount of $27,764.96 for the purchase of 5 desks. Unanimous.

Jon Ungerer moved, seconded by Austin Cline to approve the following Home Sewer bills to be paid out of the appropriate funds. Unanimous.

Jon Ungerer moved, seconded by Austin Cline to approve payroll as presented. Unanimous.

Greg Meyer moved, seconded by Austin Cline to approve vouchers as presented and issue manual warrants. Unanimous.

Jon Ungerer moved, seconded by Austine Cline to go into executive session per KSA 75-4319(b)(2) to discuss matters of attorney client privileged discussions – contract negotiations with the Board and County Counselor Anthony Bruna present to return to open session in the Board meeting room at 9:55 a.m. Unanimous.

Jon Ungerer moved, seconded by Austine Cline to extend the executive session per KSA 75-4319(b)(2) to discuss matters of attorney client privileged discussions – contract negotiations with the Board, County Counselor Anthony Bruna and County Clerk Sandy Wilson present present to return to open session in the Board meeting room at 10:05 a.m. Unanimous.

No action taken as a result of this executive session.

Jon Ungerer moved, seconded by Greg Meyer to adjourn the meeting at 10:09 a.m. Unanimous. The next regularly scheduled meeting will be held on Monday, April, 7, 2025 beginning at 8:30 a.m.

Two Rescued From Early Morning Fire

On Tuesday morning, the Manhattan Fire Department responded to a structure fire at 509 Pierre St., where two occupants were rescued from a second-floor porch. Firefighters found another unconscious inside and transported all victims to the hospital. The fire caused an estimated $125,000 in damages, with an investigation ongoing.
