Marshall County Commissioners Meeting Highlights – November 4, 2024

The Board of Marshall County Commissioners met in regular session with Keith Bramhall, chairman, Fritz Blaske, member, Jon Ungerer, member and County Clerk Sandra K. Wilson present. Chris Pannbacker with the Marysville Advocate was also present for the meeting.

Commissioner Bramhall called the meeting to order at 8:30 a.m. The meeting was opened with the flag salute.

Jon Ungerer moved, seconded by Fritz Blaske to approve the minutes of the 10/28/24 meeting and the agenda for today’s meeting. Unanimous.

Public Works Administrator Mike Craig met with the Board. He received the insurance adjustment amounts for the tractor and shredder that recently burned. The tractor amount is $35,879.00 and the shredder amount is $16,251.50.

Keith Bramhall moved, seconded by Fritz Blaske to approve the KCAMP insurance payout as stated above. Unanimous.

Shredder bids were opened.

Keith Bramhall moved, seconded by Jon Ungerer to approve a step raise for Mark Hawkins from laborer at $20.61/hr to operator at $21.16/hr effective November 11, 2024. Unanimous.

Keith Bramhall moved, seconded by Fritz Blaske to go into executive session per KSA 75-4319(b)(1) to discuss matters of non-elected personnel – employee evaluations with the Board and Interim County Appraiser Tami Antoine to return to open session in the Board meeting room at 9:20 a.m. Unanimous.

No action taken in this executive session.

Keith Bramhall moved, seconded by Jon Ungerer to approve the hiring of Donna Alwin as a temporary employee in the Appraiser’s office for 3 months at the rate of $17.52/hr. Unanimous.

Keith Bramhall moved, seconded by Fritz Blaske to pay the following vouchers out of the ARPA funds for the benefit of Transition Plus. Unanimous.

    Dirk deKoning, Summerfield - $1,900.00 for concrete work

    Tower Farms, Collierville, TN - $2,771.43 for tower and supplies

    Greenhouse Megastore, Danville, IL - $900.00 greenhouse frame

    AREC Water, Industry, CA - $986.76 for greenhouse supplies

Jon Ungerer moved, seconded by Fritz Blaske to approve vouchers as presented and issue manual warrants. Unanimous.

Jon Ungerer moved, seconded by Fritz Blaske to sign and mail the letter of opposition for the National Interest Electric Transmission Corridor. Unanimous.

Keith Bramhall moved, seconded by Jon Ungerer to approve Resolution 20-24-11-4-1 whereas Marshall County opposes any federal program or project that would reduce local control or engage in unilateral taking of private property, either directly or indirectly. Unanimous.

County Health Nurse Cheryl Skalla met with the Board to discuss the new Health Department hours. Since beginning the 7:30 start time, they have seen 134 patrons. No changes have been made at this time, the new hours will continue.

County Counselor Anthony Bruna met with the Board. Keith Bramhall moved, seconded by Jon Ungerer to go into executive session per KSA 75-4319(b)(2) to discuss matters of attorney client privileged discussions – litigation with the Board, County Counselor Anthony Bruna and County Clerk Sandy Wilson present to return to open session in the Board meeting room at 10:20 a.m. Unanimous.

No action taken as a result of this executive session.

County Counselor Anthony Bruna will draw up the appropriate notices to be published in the newspaper for 3 consecutive weeks for the sale of the 11th Terrace property with the sealed bids being due to the Marshall County Clerk’s office by noon on 12/27/24.

No action taken as a result of these executive sessions.

Keith Bramhall moved, seconded by Fritz Blaske to adjourn the meeting at 10:47 a.m. Unanimous. The next regularly scheduled meeting will be held on Tuesday, November 12, 2024 beginning at 8:30 a.m. The Courthouse will be closed on Monday, November 11, 2024 in observance of Veteran’s Day.
