Minutes for December 19, 2016

Present: James Cary, C.W. “Bill” Seaman, Alfred Reif, and Vienna Janis, County Clerk. Other present: Craig Pottberg.

James Cary called the meeting to order at 9:00 a.m.

Pat Carlin met with commissioners to let them know that he has found a couple of forklifts at Sellers. He will be going to look at them. Discussion was held.

Alfred Reif moved to approve the minutes as amended for December 12, 2016, C.W. Seaman second. Vote: all motion carried.

Commissioners reviewed the invoice from Kansas Association of Counties (KAC) for 2017 Dues for $1,457.36. James Cary moved to pay the 2017 KAC dues in January 2017 in the amount of $1,457.36, C.W. Seaman second. Vote: all motion carried.

James Cary read a letter from Vernon Steerman addressed to the Board of County Commissioners regarding the amended budget for 2016.

Christopher Rhodes from Down to the Wire computer service and repair met with commissioners to discuss Information Technology (IT) position. C.W. Seaman moved to hire Christopher Rhodes as IT for Osborne County at $50.00 per hour, James Cary second. Vote: all motion carried.

James Cary reminded commissioners that Bruce Rexroat wanted off the Hospital Board after the first of the year.

Commissioners discussed Don Snyder’s contract as Emergency Manager. James Cary moved to renew Don Snyder’s contract as emergency manager for a year at $1,600.00/month salary, Alfred Reif second. Vote: All motion carried.

Brent “Bo” French met with commissioners.

James Cary reported that he has contacted United Rentals out of Hays to rent a lift for a day. James stated that he contacted Roy DeBey to see if he would be available sometime this week to look at the structure behind the fascia and soffit.  James Cary moved to pay for rental fees for a man lift from United Rental out of Hays not to exceed a $1,000.00, Alfred Reif second. Vote: all motion carried.

Janice Boland met with commissioners to explain that the Expedition is having problems. The Ford Expedition currently has 136,000 miles on it and it is a 2002. Janice was not sure what it will cost to get it fixed, but will let commissioners know. Janice stated that she has an employee who will be having surgery and will be out for about eight weeks.

Discussion was held on electrical issues in the courthouse and heating.

Brett Conn came into commissioners meeting and said we needed to do something about the steps he just fell on the ice. Vienna Janis stated that she needed him to fill out a form for the incident.

James Cary moved to appoint John McClure to Osborne County Hospital Board effective after January 1, 2017 to finish out Bruce Rexroat term, C.W. Seaman second. Vote: all motion carried.

Alfred Reif moved to adjourn with no other business, James Cary second. Vote: all motion carried. Meeting ended at 11:52 a.m.

Minutes for Special Meeting

December 29, 2016

Present: James Cary, Alfred Reif, C.W. “Bill” Seaman, and Vienna Janis, County Clerk.

James Cary called the meeting to order at 9:00 a.m.

Commissioners read the minutes from December 19, 2016. C.W. Seaman moved to approve the minutes as amended, Alfred Reif second. Vote: all motion carried.

Commissioners discussed developing a five Capital Improvement Plan and adding such things as replacing the elevator, stairs, repair and remodel courthouse and jail.

Commissioners signed and approved checks and vouchers totaling $536,517.10:

Commissioners approved the following change orders to the 2016 tax roll: 2016-84, 2016-97, 2016-99, 2016-100, 2016-101, 2016-102,2016-103, 2016-104, 2016-105, 2016-106, 2016-107, 2016-108,2016-110, 2016-111, 2016-112, 2016-109, 2016-113, 2016-114, 2016-115, 2016-116, 2016-117, and 2016-118.

Kenton Lyon-Appraiser met with commissioners to let them know that Russell County is involved in a law suit against the railroad that might have an impact on Osborne County. Kenton also reported that he discovered another classification error in regards to grass/pasture being classified as crop land and it is not. We will deal with it on a case by case basis. Kenton stated this is a big problem and no easy fix.

Commissioners signed and approved the following transfers: 16-83 for $15,000 was not approved.  Osborne County District Court request to transfer was denied. 16-84 for $144.56, 16-85 for $2,000.00, 16-86 for $66,820.59, 16-87 for $552.00, 16-88 for $60.39, 16-89 for 31.00, 16-90 for $681.00, 16-91 for $4,559.95, 16-92 for 6,105.07, 16-93 for $2,638.85, 16-94 for $3,723.22, 16-95 for $4,432.57, 16-96 for $6,042.54, 16-97 for $4,499.48, 16-98 for $1,854.19, 16-99 for $40,756.69, 16-100 for $166,000.00, 16-101 for $247,675.00, 16-102 for $25,000.00, 16-103 for $4,250.00, 16-104 for $5,000.00, 16-105 for $10,000.00, 16-106 for $1,000.00, 16-107 for $330.43, 16-108 for $1,339.81, 16-109 for $137.25, 16-110 for $12,662.20, 16-111 for $1,600.00, and 16-112 for $14,928.00.

Ray Becker with ABC Seamless out Hays met with commissioners to discuss gutters for the courthouse. Commissioners stated they would be taking quotes for the project.

Kenton Lyon met with commissioners to discuss the mill levy for Waldo Fire District went up over five mills. Kenton stated people are protesting because of it.

C.W. Seaman moved to approve Osborne Rural Fire District #2 resolution to transfer $12,662.20 to special machine fund, Alfred Reif second. Vote: all motion carried.

Alfred Reif moved to approve Osborne Rural Fire District #1 resolution to transfer $1,600.00 to special machine fund, C.W. Seaman second. Vote: all motion carried.

C.W. Seaman moved to approve Osborne Rural Fire District #3 resolution to transfer for $14,918.00 to special machine fund, Alfred Reif second. Vote: all motion carried.

Brent “Bo” French, Mandy Muck, and BobbiJo Boxum met with commissioners to discuss the computer quote from NexTech for computers. BobbiJo Boxum stated she need to get her computer order and Bo stated he needed to wait until after the first of the year. Commissioners asked about getting another quote. Discussion was held.

Bo French continued meeting with commissioners on regarding a landfill abatement on Pat and Lillian Conway that commissioners had changed to zero. Bo stated that he had looked at the wrong address and there is house on the location and should be assessed a landfill fee. James Cary moved to put a landfill fee on property owned by Pat and Lillian Conway for $60.00 on tax ID 1-010021700, Alfred Reif second. Vote: all motion carried.

Bo French discussed fuel contacts.

John Mapes-Auditor met with commissioners for amending the budget. James Cary called the public hearing open for comment on 2016 Osborne County amended budget at 11:30 a.m. John Mapes went over the budget that were being amended. James Cary stated they had received a letter from Vernon Steerman on the amended 2016 budget. There was no one from the public available for comments. C.W. Seaman moved to close the public hearing on 2016 amended budget hearing at 11:32 with no comments from the public, Alfred Reif second. Vote: all motion carried.

Alfred Reif moved to approve 2016 amended budget for Osborne County as published, C.W. Seaman second. Vote: all motion carried.

Commissioners discussed where to pay the Information Technology person contract labor out of the computer operations fund. Vienna Janis stated that they had been taking out of commissioner’s fund.

Alfred Reif moved to adjourn the meeting, James Cary second. Vote: all motion carried. Meeting ended at 11:55 a.m.

 

Community Memorial Healthcare Names New Chief Of Staff

Marysville, KS – Community Memorial Healthcare (CMH) is pleased to announce the appointment of John Haefele, MD, as Chief of Staff, effective January 1, 2017. His term will run through December 31, 2018. Shane Thoreson, MD, will serve as Vice-Chief of Staff. Both physicians practice at Community Physicians Clinic in Marysville.

John Haefele, MD

Chief of staff assists in coordinating the activities and concerns of the hospital administration, nursing, and patient care services with those of the medical staff; reports the needs and policies of the medical staff to the board of directors and the chief executive officer (CEO); presides and oversees medical staff meetings; and serves as a spokesperson for the medical staff in professional and public relations.

Dr. Haefele is a family practitioner with Community Physicians Clinic in Marysville and Wymore. He has practiced family medicine in the Marysville community since he joined the CMH Medical Staff in 2002.

Marshall To Be Sworn In As Kansas Big 1st District Representative

Kansas new 1st District Congressman Roger Marshall will be sworn into office along with other members of the 115th Congress today at the Capitol in Washington D.C.

Marshall, a physician from Great Bend, handily defeated Tim Huelskamp in the August Primary and easily won the November general election.

Mitchell County Commissioners Meet To Finish 2016

Mitchell County Commissioners met on Friday, December 30 to hold their regular meeting and attend to year end business.

Health Nurse Courtney Murrow appeared to have a contract signed for Drs. Crumbaker and Cheney to be the family planning physicians for Mitchell County Hospital Health Systems.

The commissioners also approved a contract with the firm of Lindberg, Farris, Vogel and Pierce Chartered to perform auditing services for the county in 2017.

Any year end fund redistributions which the county chooses to do will be performed after the completion of year end business at the courthouse according to County Clerk Chris Treaster.

The Domestic Violence Association of Central Kansas (DVACK) requested the commissioners approve a proclamation for National Stalking Awareness Month to be recognized by Mitchell County in the month of January 2017. The proclamation included, but was not limited to, a statement reading that there are laws in all fifty states which make stalking a crime. Annually, 7.5 million people are stalked in the U.S. with the majority of victims being stalked by someone they know.

The proclamation says that DVACK assisted 178 stalking victims in 2016. In approving the proclamation, Mitchell County applauds the efforts of the many victim service providers, police officers, prosecutors, national and community organizations and private sector supporters for their efforts in promoting awareness about stalking.

Another proclamation was approved for National Slavery and Human Trafficking Prevention Month in January 2017 as well. In summary, it reads that men, women and children are victims of human trafficking which is the second fastest growing criminal industry worldwide according to DVACK. Human trafficking is typically conducted for the purposes of sexual exploitation or forced labor. According to the proclamation, most human trafficking in Kansas involves children.

Traffickers are increasingly using social networks and online advertising sites to facilitate trafficking. The goal of the proclamation is to show public support for victim service providers, law enforcement, the criminal justice system and concerned citizens committed to creating a society which eradicates these crimes to fight for human dignity and the rights of everyone.

The Mitchell County Commissioners will hold their first meeting of 2017 on Monday January 9 at 8:30 a.m. at the Mitchell County Courthouse.

Lincoln County Commissioners – End Of Year 2016

The regular meeting of the Lincoln County Board of Commissioners was held in the commission meeting room of the courthouse Tuesday, December 27, 2016. Chairman Al Joe Wallace called the meeting to order at 10:00 a.m. with Vice-Chairman Terry Finch and Member Gerald Huehl present. County Clerk Dawn Harlow was in attendance.
Others present for portions of the meeting: Mike Suelter, Brent Frederking, Shawn Esterl and Charles Kiefer.

Terry Finch moved to enter into an Agreement for Architectural/Engineering Services with Campbell & Johnson Engineers, PA to provide architectural services for improvement of the county’s nursing home property, seconded by Gerald Huehl. Motion carried.

Director of Public Works Michel O’Hare provided breakdowns of materials and equipment usage throughout the year; and reported on highway department projects. O’Hare presented a gravel agreement for the board’s approval. Terry Finch moved to enter into a three-year gravel removal/purchase agreement with John D Keeler Trust and Letha D Keeler Trust, expiring January 28, 2010, seconded by Gerald Huehl. Motion carried. O’Hare related that the State has approved to keep off-system bridge OS 87 (Goldenrod Bridge) open until construction of a new bridge.

Gerald Huehl moved to enter into a Memorandum of Understanding with Osborne County E-Waste to provide Lincoln County with e-waste recycling services for fiscal year 2017, seconded by Terry Finch. Motion carried.

Terry Finch moved to approve and adopt the minutes of December 19, 2016 regular meeting as presented, seconded by Gerald Huehl. Motion carried.

Brent Frederking inquired about whether there were plans to replace two bridges that have been previously closed in Pleasant Township. The board related that at this time there are no plans to replace the bridges as local funds are not available and funds through federal and state programs are limited.

Shawn Esterl, Saline County provided the signed Tri-Rivers Local Environmental Grant (LEPG) Cooperative Agreement and inquired about knowledge regarding the City of Barnard’s lagoon system.

With no further business to come before the board the chairman adjourned the meeting at 2:10 p.m. until 10:00 a.m. Friday, December 30, 2016 in the commission meeting room of the courthouse.

The regular meeting of the Lincoln County Board of Commissioners was held in the commission meeting room of the courthouse Friday, December 30, 2016. Chairman Al Joe Wallace called the meeting to order at 10:00 a.m. with Vice-Chairman Terry Finch and Member Gerald Huehl present. County Clerk Dawn Harlow was in attendance.

Chairman Wallace convened the scheduled budget hearing at 10:30 a.m., for the purpose of hearing and answering objections of taxpayers relating to the proposed amended use of budgeted funds. With no one appearing, the chairman adjourned the budget hearing at 10:45 a.m. and convened the meeting to regular session.

Terry Finch moved to approve and adopt the following 2016 budget amendments: amend the County General Fund in the amount of $112,595; and amend the Road and Bridge Fund in the amount of $159,000, seconded by Gerald Huehl. Motion carried.

Terry moved to approve and adopt the following Resolutions: Resolution 2016-17, pursuant to provisions of K.S.A. 19-120, authorizing the transfer of $300,000 from the Lincoln County General Fund to the Lincoln County Capital Improvement Fund; Resolution 2016-18, pursuant to provisions of K.S.A. 68-141(g) authorizing the transfer of $250,000 from the Lincoln County Road & Bridge Fund into the Road & Bridge Special Machinery Fund; Resolution 2016-19, pursuant to K.S.A. 12-110(d), authorizing the transfer of $5,000 from the Lincoln County Ambulance Fund to the Lincoln County Ambulance Service Capital Outlay Fund; Resolution 2016-20, pursuant to K.S.A. 65-204, authorizing the transfer of $10,000 from the Lincoln County Health Fund to the Lincoln County Health Capital Outlay Fund; Resolution 2016-21, pursuant to provisions of K.S.A. 19-3612(c), transferring funds from the 2016 budgeted General Operating Fund of each Rural Fire District into the Special Equipment Fund of that district in the following amounts: Barnard Rural Fire District – $3,000; Beverly Rural Fire District – $6,500; First Rural Fire District – $13,000; Hunter Rural Fire District – $11,000; and Sylvan Grove Rural Fire District – $17,000; and Resolution 2016-22, pursuant to provisions of K.S.A. 65-6116(e)&(f), to clear insurance write-offs, collection agency fees and uncollectable accounts receivable, in the amount of $36,855.83, from the Lincoln County Ambulance Service accounts receivable records, seconded by Gerald Huehl. Motion carried.

Al Joe Wallace moved to enter into a Voluntary Payment Agreement with the Smoky Hills Wind Farm LLC from January 1, 2017 through December 31, 2026; and to enter into a Voluntary Payment Agreement with the Smoky Hills Wind Project II, LLC from January 1, 2018 through December 31, 2027, seconded by Terry Finch. Motion carried.

Terry Finch moved to approve December gross payroll in the amount of $180,720.03 and December accounts payable warrants in the amount of $373,849.07, seconded by Gerald Huehl. Motion carried.

The board discussed cost of living increases and wage adjustments needed for the ensuing year with Human Resource Officer Debora Zachgo.

The commissioners will next meet on Tuesday, January 3 at the Lincoln County Courthouse.
