Marshall County Commission Meeting Minutes – 3/13/2023

The Board of Marshall County Commissioners met in regular session with Keith Bramhall, chairman, Fritz Blaske, member and Sandra Wilson, County Clerk present.

Commissioner Bramhall called the meeting to order at 8:30 a.m. The meeting was opened with the flag salute.

Keith Bramhall moved, seconded by Fritz Blaske to approve the minutes of the 03/06/2023 regular meeting with corrections and the agenda for today’s meeting. Motion passed 2-0.

Keith Bramhall moved, seconded by Fritz Blaske to approve the following purchase order. Motion passed 2-0.

Elizabeth Olson, Hiawatha, KS
For contract attorney fees
$2,300.00-District Court Fund-P.O. #6866

Keith Bramhall moved, seconded by Fritz Blaske to approve the following Home Sewer bill to be paid out of the appropriate funds. Motion passed 2-0.

Division of Environment – Wastewater permit $185.00

Commissioner Bramhall and Public Works Administrator Mike Craig drove all the roads on the haul route last week, found a few soft spots that need attention. Commissioner Blaske is going to try to get out there this week to drive the haul route.

The Marysville Planning Commission approved the Health Department plans. The City is waiting for an architectural stamped copy of the plans to approve the building permit.

Fritz Blaske moved, seconded by Keith Bramhall to approve the following purchase order. Motion passed 2-0.

Keith Bramhall moved, seconded by Fritz Blaske to approve the Abatements as presented with a value of $21,873 and tax amount of $3,329.44. Motion passed 2-0.

County Counselor Jason Brinegar met with the Board.

Keith Bramhall moved, seconded by Fritz Blaske to go into executive session per KSA 75-4319(b)(1) to discuss matters of non-elected personnel – employee evaluations with the Board, Public Works Administrator Mike Craig and County Counselor Jason Brinegar with the option of calling in Human Resources Director Sammi Jackson to return to open session at 9:40 a.m. in the Board meeting room. Motion passed 2-0.

No action taken as a result of this executive session.

Keith Bramhall moved, seconded by Fritz Blaske to approve vouchers as presented and issue manual warrants. Motion 2-0.

Commissioner Bramhall will try to get together this week with the Sheriff Tim Ackerman, the architect and AHRS to discuss the upcoming Informational Meeting to present jail plans to the public. The first meeting will be held on Tuesday, March 21 at 7:00 p.m. at Landoll Lanes.

Fritz Blaske moved, seconded by Keith Bramhall to adjourn the meeting at 10:18 a.m. The next regularly scheduled meeting will be held on Monday, March 20, 2023 beginning at 8:30 a.m.
