Marshall County Commission Meeting Minutes – 5/30/17

The Board of Marshall County Commissioners met in regular adjourned session with Robert S. Connell, Chairman, David E. Baier and Lynn Feldhausen members and Sonya L. Stohs, County Clerk present.

The meeting was called to order at 8:30 a.m.

The Board opened the meeting with the flag salute.

The minutes and agenda were approved as presented upon a motion by Robert S. Connell seconded by Lynn Feldhausen. Unanimous.

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

Charlie Sedlock, Hamm Waste Management met with the Board to be present for the transfer station waste disposal bid opening.

Public Works Administrator Mike Craig opened the following bids for transfer station waste disposal.

Waste Management, Topeka KS – $42.00 a ton for 1-5 year contract with a minimum of 3% yearly increase.
Hamm Waste Management, Perry, KS – $43.00 a ton for a 1 year contract; $39.00 for a 3 year contract and $37.00 a ton for a 5 year contract with a 3.9% yearly increase.

Robert S. Connell moved, seconded by David E. Baier to approve a 5 year contract at $37.00 a ton with Hamm Waste Management for transfer station waste disposal. Unanimous.

County Appraiser Deputy Sandy Wilson met with the Board to ask about closing the office to attend Tami Antoine’s mother’s funeral. The Board asked that she find someone to be in the office to answer the phone.

The Board discussed a culvert in Blue Rapids Township Section 13 between Apache Lane and 13th Road. The Township has not replaced the tube and the landowner cannot get to their land. The Board asked Public Works Adminstrator Mike Craig to contact the Township Board and if they do not replace the culvert to hire the work done and bill the Township.

Lynn Feldhausen moved, seconded by David E. Baier to approve the following purchase orders. Unanimous.

for machine hire
$2,320.00-Road & Bridge fund-P.O. # 108700

Welborn Sales, Salina, KS
for corrugated metal pipe
$3,776.00-Road & Bridge fund-P.O. # 108699

Robert S. Connell moved, seconded by David E. Baier to go into executive session for five minutes at 9:12 a.m. to discuss matters of nonelected personnel to assure compliance with policies and laws with Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson present. Unanimous. No action was taken as a result of the session.

Lynn Feldhausen moved, seconded by Robert S. Connell to approve the following purchase order. Unanimous.

Brown County Treasurer, Hiawatha, KS
for shared of 4-County budget
$719.00-General (District Court) fund-P.O. # 5330

David E. Baier moved, seconded by Lynn Feldhausen to approve the County’s share of payrolls and related vouchers, as presented, processed the motor vehicle payroll and issued manual warrants from the respective funds. Unanimous.
David E. Baier moved, seconded by Robert S. Connell to go into executive session for five minutes at 9:30 a.m. to discuss matters of nonelected personnel to assure compliance with policies and laws with County Clerk Sonya L. Stohs present. Unanimous. No action was taken as a result of the session.

Joni Spellmeier, RSVP Director met with the Board to ask about using the Helvering Center to do training for the Furry Friends Tutoring Program. At this time, the Board would like to find another location.

Marysville City Administrator Austin St. John met with the Board to discuss a possibility of a three way stop at 8th Road and Jayhawk Road. The Board does not see a need but if the City wants it a three way stop they do not oppose.

Flint Hills Regional Council Mobility Manager Sondra Clark and Agency on Aging Director Patrick O’Neil met with the Board to discuss Marshall County participate in the Regional Transit. The Board decided to not be a participant at this time.

Lynn Feldhausen moved, seconded by David E. Baier to approve the following purchase order. Unanimous.

for repairs to bus #21
$682.75-KDOT fund-P.O. # 5233

Agency on Aging Director Patrick O’Neil recommended the following step increase for Michelle Lindeen from Clerk I, Step I at $14.81 an hour to Clerk I, Step II at $15.04 an hour effective July 1, 2017. Robert S. Connell moved, seconded by David E. Baier to approve the following step increase for Michelle Lindeen from Clerk I, Step I at $14.81 an hour to Clerk I, Step II at $15.04 an hour effective July 1, 2017. Unanimous.

The Board had discussion on the contract renewal of County Appraiser Tamara Antoine but took no action and plan to talk with her on Monday June 5, 2017.

David E. Baier moved, seconded by Robert S. Connell to adjourn at 10:54 a.m. Unanimous. The next schedule meeting will be Monday, June 5, 2017 starting at 8:30 a.m.
