Marshall County Commissioners Weekly Meeting Highlights – 5/4/2026

The Board of Marshall County Commissioners met in regular session with Greg Meyer, member, Austin Cline, member, Jon Ungerer, member and County Clerk Sandy Wilson present. Chris Pannbacker from the Marysville Advocate was present for the meeting.

Commissioner Meyer called the meeting to order at 8:30 a.m. The meeting was opened with the flag salute.

Greg Meyer moved, seconded by Jon Ungerer to approve the minutes from the 4/27/26 meeting and the agenda for today’s meeting. Unanimous.

Jon Ungerer moved, seconded by Austin Cline to approve the following Home Sewer bills to be paid out of the appropriate funds. Unanimous.

Public Works Administrator Mike Craig met with the Board. He presented the following bids for 21 pieces of pipe (various sizes) and 6 bands.

Greg Meyer moved, seconded by Jon Ungerer to approve the low bid from Welborn Sales in the amount of $22,849.36. Unanimous.

Public Works Administrator Mike Craig presented bids for 30 – 7’ grader blades and 30 – 8’ grader blades as follows:

Public Works Administrator Mike Craig reported the new grader was delivered last week.

Greg Meyer moved, seconded by Jon Ungerer to go into executive session per KSA 75-4319(b)(1) to discuss matters of non-elected personnel – employee evaluations with the Board and Public Works Administrator Mike Craig present to return to open session in the Board meeting room at 9:05 a.m. Unanimous.

No action taken as a result of this executive session.

Jon Ungerer moved, seconded by Austin Cline to approve the Neighborhood Revitalization application for the construction of a new home at 4th Rd, Waterville, KS for Kurtis and Caitlin Larson. Unanimous.

Greg Meyer moved, seconded by Jon Ungerer to approve vouchers as presented and issue manual warrants. Unanimous.

County Appraiser Tami Antoine met with the Board presenting tentative real estate and personal property valuations for 2026 compared to 2025 showing a decrease in value mostly due to the decrease in agricultural use values. The final valuation will be certified to the County Clerk on or before June 1.

Greg Meyer moved, seconded by Austin Cline to go into executive session per KSA 75-4319(b)(2) to discuss matters of attorney client privileged discussions – potential litigation with the Board, County Counselor Anthony Bruna and County Clerk Sandy Wilson present to return to open session at 10:30 a.m. Unanimous.

No action taken as a result of this executive session.

Greg Meyer moved, seconded by Austin Cline to recess the meeting at 10:31 a.m. to attend the Department Head meeting in the basement. Unanimous.

County Attorney Brad Lippert reported that the County Attorney’s office had been fairly quiet but cases are picking up. He announced that he would be retiring August 21st. He has served Nemaha County for 30 years and Marshall County for 4 years.

Health Nurse Cheryl Skalla reported that all of their current charts have been scanned into the electronic records system. They are currently undergoing their WIC program evaluation which occurs every 2 years. They just completed their outreach clinics to the schools for the Spring, catching up on vaccinations that have been missed or are required for the next school year. They recently hosted the Drug Take It Back and received approximately 117# of unused or expired medications.

Clerk of the District Court Liberty Price-Obley stated that business as usual in District Court.

Agency on Aging Director Ashley Slupianek reported they are hosting free rides for the month of May. Meal numbers are increasing steadily.

Appraiser Tami Antoine reported they are working on the maintenance review, finalizing values for certification on or before June 1. Tami mentioned that there continues to be increasing issues with adequate storage space for permanent records. Tami also asked the Board to consider some sort of card or fob system to allow employees to enter the courthouse instead of issuing keys. There are times that employees need to be in the courthouse when the doors are not unlocked.

Register of Deeds Ruth Martin reported that they are in their 2nd month of the new Fidlar software filing system and still working through some issues. She will be attending a users conference later this month.

Extension Agent Megan Jacques stated she has been busy with 4-H livestock, soil samples and the Master Gardener Program.

Extension Agent Susie Latta said that 475 families were recently served through the volunteer tax preparation.

County Treasurer Angie Price stated second half of taxes are due by May 11th.

Emergency Management Director Bill Schwindamann, Jr. reported they have had 2 big fires this year. They recently received a grant from Firehouse Subs for fire extinguisher simulator program. They recently received their UTV and trailer from Homeland Security.

Public Works Administrator Mike Craig reported they have been working on reclaiming rock and fixing roads from the recent floods. Continuing hauling rock and blading roads.

County Clerk Sandy Wilson reported staff is getting caught up on transfers in preparation for the June certification and State abstract of values. Mid term Primary Election will be conducted on August 4 and deadline to file for office is June 1st at noon.

Commissioners informed the Department Heads that budget worksheets will be distributed this week and to be cognitive of spending and requests as this budget year will be every bit as challenging as last year was. Chairman Meyer reminded everyone that the security cameras that have been installed are for the security of the employees and the public and there should be a clear view of all cameras.

No action taken as a result of these executive sessions.
