Marshall County Commissioners Meeting Highlights and Decisions – July 15, 2024

The Board of Marshall County Commissioners met in regular session with Keith Bramhall, Chairman, Fritz Blaske, member, Jon Ungerer, member and County Clerk Sandra K. Wilson present. Chris Pannbacker with the Marysville Advocate was also present for the meeting.

Commissioner Bramhall called the meeting to order at 8:30 a.m. The meeting was opened with the flag salute.

Fritz Blaske moved, seconded by Keith Bramhall to approve the minutes of the 7/08/24 meeting and the agenda for today’s meeting. Unanimous.

Keith Bramhall moved, seconded by Jon Ungerer to accept the resignation of Julie Cohorst as Deputy Appraiser. Unanimous.

Jon Ungerer moved, seconded by Fritz Blaske to approve the following purchase orders. Unanimous.

    Elizabeth Olson, Hiawatha, KS
    For contract attorney fees
    $2,600.00-County General (District Court) Fund-P.O. #7274

Keith Bramhall moved, seconded by Jon Ungerer to approve the following Home Sewer bill to be paid out of the appropriate funds. Unanimous.

    Kansas State Treasurer – Home Sewer General Obligation Bond pymt-$2,663.65

Public Works Administrator Mike Craig met with the Board.

Jon Ungerer moved, seconded by Fritz Blaske to approve the following purchase orders. Unanimous.

Public Works Administrator Mike Craig received one bid from L & M Contractors out of Great Bend, KS in the amount of $184,615 for removal of the bridge. The bid is supposed to be for removal & replacement in a different location for contract or to pay us for the bridge NOT the county paying for removal. Mike will contact the bidder to explain.

Sheriff Tim Ackerman met with the Board. Keith Bramhall moved, seconded by Fritz Blaske to approve the following new hires. Unanimous.

Matthew Schrick – probation deputy at $22.48/hr effective 7/22/24

Ilexus Rose – probation corrections officer at $20.58/hr effective 7/8/24

Keith Bramhall moved, seconded by Jon Ungerer to go into executive session per KSA 75-4319(b)(1) to discuss matters of non-elected personnel – employee evaluations with the Board, County Counselor Anthony Bruna and Human Resources Sandy Wilson present to return to open session in the Board meeting room at 9:45 a.m. Unanimous.

No action taken as a result of this executive session.

Keith Bramhall moved, seconded by Fritz Blaske to approve the following payments out of ARPA for the mold removal at the Sheriff’s office. Unanimous.

County Treasurer Angie Price presented the Board with the quarterly investment report. County Treasurer Angie Price also voiced some concerns about our IT services and wondered if we would have enough to hire full time in house IT. The Board will check with other counties to see what they are doing for IT.

Keith Bramhall moved, seconded by Jon Ungerer to approve payroll as presented. Unanimous.

Jon Ungerer moved, seconded by Fritz Blaske to approve the vouchers as presented and issue manual warrants. Unanimous.

The Board worked on the 2025 budget. Suggested adjustments will be made and the Board will make a decision on the mill rate at next weeks meeting.

Keith Bramhall moved, seconded by Jon Ungerer to go into executive session per KSA 75-4319(b)(1) to discuss matters of non-elected personnel – employee evaluations with the Board present to return to open session in the Board meeting room at 11:00 a.m. Unanimous.

Keith Bramhall moved, seconded by Jon Ungerer to adjourn the meeting at 11:28 a.m. Unanimous. The next regularly scheduled meeting will be held on Monday, July 22, 2024 at the Marshall County Fair office building in Blue Rapids, KS beginning at 8:30 a.m.
