Arkansas City man arrested for rape and other child sex crimes

COWLEY COUNTY – The Kansas Bureau of Investigation (KBI) and the Cowley County Sheriff’s Office arrested an Arkansas City man for rape and other crimes committed against a child.

On Wednesday, Dec. 11, around 10:20 a.m., KBI agents and deputies from the Cowley County Sheriff’s Office arrested Brian W. Black, 40, without incident at his residence in Arkansas City. Black was arrested on a warrant for three counts of rape, three counts of aggravated sexual battery, two counts of exploitation of a child, two counts of lewd and lascivious behavior, abuse of a child, and battery.

In September 2023, the Cowley County Sheriff’s Office requested KBI assistance with a sexual assault investigation involving a 16-year-old female who had reported that Black had raped her. Special agents began investigating. They conducted interviews, executed search warrants and gathered evidence.

Following the arrest, Black was booked into the Cowley County Jail. Bond was set at $500,000.

All suspects are presumed innocent until proven guilty in a court of law. The investigation is ongoing. Nothing further will be released at this time.
