Marshall County Commission Meeting Minutes – 4/8/2024

The Board of Marshall County Commissioners met in regular session with Keith Bramhall, Chairman, Fritz Blaske, member, Jon Ungerer, member and County Clerk Sandra K. Wilson present. Chris Pannbacker with the Marysville Advocate was also present for the meeting.

Commissioner Bramhall called the meeting to order at 8:30 a.m. The meeting was opened with the flag salute.

Fritz Blaske moved, seconded by Jon Ungerer to approve the minutes of the 4/01/24 meeting and the agenda with addition for today’s meeting. Unanimous.

Emergency Management Director William Schwindamann Jr. met with the Board to update on the recent wildfires.

Keith Bramhall moved, seconded by Jon Ungerer to approve Resolution #20-24-04-08-1 and Proclamation of a State of Local Disaster Emergency for Marshall County for the fires on 4/6/24. Unanimous.

Public Works Administrator Mike Craig met with the Board.

Keith Bramhall moved, seconded by Fritz Blaske to approve the following purchase order. Unanimous.

    BAT Tire Co, Frankfort, KS
    For 2 Firestone 561 truck tire 1100R24
    $1,360.50-Road & Bridge Fund-P.O. #109552

Keith Bramhall moved, seconded by Jon Ungerer to go into executive session per KSA 75-4319(b)(1) to discuss matters of non-elected personnel – employee evaluation with the Board and Public Works Administrator Mike Craig present to return to open session in the Board meeting room at 9:45 a.m. Unanimous.

Keith Bramhall moved, seconded by Fritz Blaske to approve a step raise for Gary Riesen from Operator II to SR Operator at $22.81/hr effective 4/11/24., Unanimous.

Public Works Administrator Mike Craig will be advertising for a laborer position.

Eric Jacques and Steve Nietfeld were in to discuss with the Board the Sales Tax Bill adding Marshall County to the list of exemptions.

Sheriff Tim Ackerman met with the Board.

Fritz Blaske moved, seconded by Keith Bramhall to approve the following step raises per Sheriff Tim Ackerman recommendation effective 3/26/24. Unanimous.

Austin Tillery – Dep Sheriff 3 yr $23.31/hr to Dep Sheriff 4 yr $23.58/hr
Rick Christener – Corr Off 1 yr $20.85/hr to  Corr Off 2 yr $21.13/hr
Chad Vacha – Corr Off 3 yr $21.40/hr to Corr Off 4 yr $21.68/hr

Fritz Blaske moved, seconded by Keith Bramhall to approve Special Payroll as presented. Unanimous,.

Jon Ungerer moved, seconded by Fritz Blaske to approve reimbursement to Rural Water District #3 for the purchase of a generator in the amount of $24,525 to be paid out of ARPA funds. Unanimous.

Keith Bramhall moved, seconded by Jon Ungerer to approve the 3 abatements presented in the amount of $1,550.56. Unanimous.

Jon Ungerer moved, seconded by Fritz Blaske to approve the following purchase orders. Unanimous.

Jon Ungerer moved, seconded by Keith Bramhall to approve Neighborhood Revitalization application for Bruce Koelzer for the construction of a new home and shop at 2751 Granite Rd, Axtell, KS. Unanimous.

Keith Bramhall moved, seconded by Fritz Blaske to approve the following bill for Home Sewer to be paid out of the appropriate funds. Unanimous.

    Evergy – 2 lift stations            $120.27

Keith Bramhall moved, seconded by Fritz Blaske to enter into an agreement with DeVaughn James to assist with possible recovery of damages to a structure. Unanimous.

Keith Bramhall moved, seconded by Jon Ungerer to approve the following purchase order. Unanimous.

Keith Bramhall moved, seconded by Jon Ungerer to approve vouchers as presented and issue manual warrants. Unanimous.

Keith Bramhall moved, seconded by Fritz Blaske to adjourn the meeting at 10:41 a.m. Unanimous. The next regularly scheduled meeting will be held on Monday, 4/15/24 beginning at 8:30 a.m.
