Minutes of the January 14, 2019 Regular Board Meeting Meeting was held at Wetmore Academic Center

Board President, Ed Reznicek, called the meeting to order at 6:00 PM. Dr. Jeff DeMint, Kathy Lippert, Ed Reznicek, Kent Saylor, Jim Scoby, Leslie Scoby and Ann Shaughnessy were present; also present were Superintendent, Todd Evans, and Board Clerk, Carol Kuckelman and others who are listed on the attached sheet that becomes a part of these minutes.

Motion by Dr. Jeff DeMint, seconded Kathy Lippert to approve the agenda as presented. Motion carried 7-0.

Consent Agenda:
A. Approve minutes from the December 10, 2018 regular board meeting.
B. Approve payment of January bills for the amount of $134,020.63.
C. Approve payment of December payroll for the amount of $709,420.59.
D. Resignations: None
E. Contracts: Mary Herrmann, SMS Secretary
F. Personal Day requests requiring BOE Approval: None

Motion by Dr. Jeff DeMint, seconded by Kathy Lippert to approve the consent agenda as presented. Motion carried 7-0.

Dr. Jeff DeMint reported that the USD 113 Foundation received their sales tax exemption for purchases. He thanks attorney Martin Mishler for his help with the application process.

Kathy Lippert and Mr. Evans both gave a legislative update to the board.

Mr. Evans’ report included: awarding Certificates to each of the board members for their service and commitment to USD 113 as a part of Board Member Recognition Month; Updating the board with progress from the Calendar Committee on the 19/20 School Calendar. He asked for input from board members regarding changing one of the student days into (2) half days. Consensus of the board was to allow the teaching staff to select the calendar that would be the best calendar for staff and students. The final calendar will be presented to the board at a future meeting for approval; Reported that ‘Request for Bids’ for the Axtell office relocation project have b een sent to the newspapers for publication with a bid opening of 2/7/2019; Updated the board on the local windfarm project; YTD financial information was presented; An enrollment update was presented to the board; A report from the annual Fire Marshal inspection was given to the board.

Graduation requirements (25 total units) Beginning with the Class of 2022 include: Language Arts (4) Required Units. English 1,2,3 (1unit each) plus (1) unit of any district-approved Language Arts course; Mathematics (3) Required Units. Any unique combination of district-approve Math courses; Science (3) Required Units. Physical Science and/or Chemistry (1), Biology 1 (1), Plus 1 unit of any district –approved Science course (1); Social Science (3) Required Units. World History (1) (Grade 9), American History (1) (Grade 10), American Government (1) (Grade 11); Fine Arts (1) Required Unit. Any 1 unit of district-approved Fine Arts Courses; Physical Education & Health (1) Required Unit. Physical Education/Health 1 (1) (Grade 9); Consumer & Personal Finance (1) Required Unit.

Motion by Dr. Jeff DeMint, seconded by Leslie Scoby to approve the adjusted graduation requirements as presented. Motion carried 7-0. (copy attached of the complete graduation requirement policy as written)

Motion by Kathy Lippert, seconded by Ann Shaughnessy to move ahead with the Axtell Greenhouse with Mr. Tynon as a representative to the board giving monthly updates on progress and fundraising. Mr. Tynon will

communicate with Mr. Evans with developments. Motion carried 7-0.

Mr. Evans shared ideas gathered from staff and Axtell Site Council regarding cost cutting ideas for the Axtell School. A discussion was held and Mr. Evans said he will work with Principal Jayson Tynon to get a list of possible reductions to be presented to the board at a future meeting.

First reading of KASB Policy Updates: ADA (School Census), BCAC (Special Meetings), CN (Public Records), EBBE (Emergency and Safety Drills), GAAC (Sexual Harassment [for staff]), GAACA (Racial and Disability Harassment: Employees), GAAF (Emergency Safety Interventions), GAAF (Emergency Safety Interventions), GAAF (ESI Acknowledgement Form), GACA (Positions), GAOC (Use of Tobacco Products and Nicotine Delivery Devices), JCAC (Interrogation and Investigations), JCDAA (Tobacco and Nicotine Delivery Devices), JGEC (Sexual Harassment [for Students]), JGECA (Racial and Disability Harassment), JGFG (Student Accidents and Health Emergencies), JGECA (Racial and Disability Harassment), JGFG (Student Accidents and Health Emergencies), KCB (Custodial and Non-Custodial Parent Rights), MK (Educational Agency Relations).

Motion by Leslie Scoby, seconded by Kathy Lippert to approve the BOE meetings and Graduation dates for 2019- 2019 School Year as presented. Motion carried 7-0. (copy attached)

At 7:16 PM – Motion by Kathy Lippert, seconded by Dr. Jeff DeMint to enter into executive session for the purpose of discussing non-elected personnel regarding job performance under the non-elected personnel exception under Kansas Open Meetings Act (KOMA) at 7:16 PM and return to regular session at 7:27 PM in this room. Motion carried 7-0. Present in the executive session were board members and Mr. Evans.

At 7:26 PM – Motion by Dr. Jeff DeMint, seconded by Kathy Lippert to return to regular session. Motion carried 7-0.

At 7:30 PM – Motion by Kathy Lippert, seconded by Dr. Jeff DeMint to enter into executive session for 15 minutes for the purpose of discussing teacher negotiations under the exception under KOMA at 7:30 PM and return to regular session at 7:45 PM in this room. Board members, Mr. Evans and Director of Student Learning, Jennifer Gatz were present in the executive session. Motion carried 7-0.

At 7:45 PM – Motion by Dr. Jeff DeMint, seconded by Kathy Lippert to return to regular session. Motion carried 7-0.

At 7:46 PM a motion was made by Dr. Jeff DeMint, seconded by Kathy Lippert to adjourn. Motion carried 7-0.

In addition to the sixteen required units of credit listed above, each student must complete, with a Grade of “D-” or better, a minimum of nine credits of the student’s choosing to fulfill the requirements for graduation for a total of 25 credits. Units of credit that count toward graduation requirements are those units completed during the ninth grade and subsequent years. With the approval of the Superintendent, full-time students participating in an on-campus Community College program, such as the HCC Western Center may be approved to pass seven elective credits.

This would allow a student to graduate with a total of 23 credits. Approved: 01/14/19
