The Board of Nemaha County Commissioners met in regular session on Monday, June 18, 2018 in the Commissioner’s Room of the Nemaha County Courthouse. The meeting was called to order by Chairman Dennis Henry leading the flag salute. Present also were Commissioners Gary Scoby and Tim Burdiek, Road and Bridge/Solid Waste Supervisor Dennis Ronnebaum and Office Manager Kathy Haverkamp, and County Clerk Mary Kay Schultejans recording the minutes.
Road and Bridge/Solid Waste Report:
Road and Bridge/Solid Waste Supervisor Dennis Ronnebaum advised the board that:
• Bergkamp Construction is close to being done with work on the Sabetha-Wetmore Road.
• he ordered steel decking at a cost of just over $11,000 to replace the floor of Bridge L-12, which lies between sections 11 and 14 of Capioma Township.
• an area landowner granted an easement to the county for the replacement of Bridge D-5 north of Berwick. Dennis stated that the easement will be filed with the Register of Deeds Office.
Tim Burdiek moved to approve Dennis Henry as the voting delegate for the 2018 KAC Conference and Gary Scoby as the first alternate for the 2018 KAC Conference. Gary Scoby seconded the motion. The motion carried with all voting aye. Gary Scoby moved to approve Tim Burdiek as the second alternate for the 2018 KAC Conference. Dennis Henry seconded the motion. The motion carried with all voting aye.
Sheriff’s Report:
Under Sheriff Bob Cross advised the board that:
• they are currently holding sixteen inmates in the jail and one inmate in the Jackson County jail.
• they booked eight individuals into the jail this past week.
• one of the patrol vehicles sustained hail damage this past week.
Commissioners discussed renovations to be made to the room in the Pioneer Building that will become the new Driver’s License Office in Seneca. Improvements will be made regarding the flooring, heating/cooling, and electrical components in this room.
The board reviewed the minutes from the June 11, 2018 meeting. Tim Burdiek moved to approve the minutes as presented. Dennis Henry seconded the motion. The motion carried with Tim Burdiek and Dennis Henry voting aye. Gary Scoby abstained from the vote due to his absence from the June 11th meeting.
The board reviewed vouchers submitted by the different departments that were paid at the middle of June.
Senior Services/Public Transit Administrative Assistant Marie Weaver came before the board to let Commissioners know that Jane Henry resigned her position with the county effective May 29th due to health reasons. Marie also requested a pay increase for Deb Haverkamp, who has worked for the county for one year now. Commissioners agreed to increase Deb’s pay from $13.97 per hour to $14.72 per hour effective June 21st.
Senior Services/Public Transit Director Diane Yunghans called in and spoke to Commissioners by phone. Administrative Assistant Marie Weaver and County Attorney Brad Lippert were also present for this discussion. Diane let Commissioners know that she and the county attorney have both reviewed the contract and the letter of intent with KDOT for the new Senior Services Transit/Nutrition Center Building. Following discussion, Tim Burdiek moved to approve the Agreement for Capital Assistance Funds for the construction of the new Senior Services Transit/Nutrition Center Building. Dennis Henry seconded the motion. The motion carried with Tim Burdiek and Dennis Henry voting aye and Gary Scoby voting nay. Chairman Dennis Henry signed the contract as presented.
County Attorney Brad Lippert presented to Commissioners the changes he made to the lease agreement for the Driver’s License Office in Seneca. Following discussion, Tim Burdiek moved to approve the lease agreement with the changes incorporated by County Attorney Brad Lippert. Gary Scoby seconded the motion. The motion carried with all voting aye. Chairman Dennis Henry signed the lease agreement as presented.
Commissioners asked Brad about the distribution of a Payment in Lieu of Taxes if made by a windfarm company to Nemaha County.
With no further county business coming before the board, Chairman Dennis Henry adjourned the meeting at 2:10 pm. The next regularly scheduled meeting will be held on Monday, June 25, 2018 at 9:00 am.
