Washington County Commission Meeting Minutes – 4/23/18

Commission Minutes April 23, 2018

The Board of Washington County Commission met in regular session on Monday April 23, 2018 in the commission room at the Washington County Courthouse. Members present were Tim Mueller, 1st District Commissioner, David Willbrant, 2nd District Commissioner, Gary Ouellette, 3rd District Commissioner, and Diana Svanda, County Clerk to record minutes, Cynthia Scheer, Washington County News was also present.

The board began the meeting with the Pledge of Allegiance.

Citizen Contact:
Tim Mueller reported that he put up flyers for the Economic Development meeting set for April 28, at the Greenleaf Legion.

David Willbrant reported that he put up flyers for the Economic Development meeting.

Gary Ouellette talked to citizens about the Economic Development meeting, also had a phone call about a Wind Farm, they were referred to Elizabeth Hiltgen, county Attorney, Gary also attended the ceremony for CVA.

Brody Stamm and Noah Goodwin joined the commissioners meeting to observe for Government Class.

Consent Agenda:
A Thank you note was received from Clifton-Clyde High School.
Payroll change notices
Payroll & Bills Totaling 282,458.60
April 10th minutes signed.
Tim Mueller made the motion to approve the consent agenda, David Willbrant seconded the motion, all in favor, motion carried.

Justin Hill, Equipment Operator III, was in for Duane Bruna in his absents – Justin reported that they had to replace the laterals for the septic tank, also they are working on a Storm water prevention plan. Justin reported that they need to build a lean-to for their equipment, there was three bids received Palmer Lumber, Crome Lumber, Andy’s Hardware, Tim Mueller made the motion to accept Andy’s Hardware, there was no second note, motion died for lack of second, After discussion David Willbrant made the motion to go with Palmer Lumber, Gary Ouellette seconded the motion, all in favor, motion carried.

Deane Jueneman, County Treasuer – brought in information about the 2017 Taxes Collected.

Justin Novak, Road & Bridge Supervisor – Justin presented three fuel bids Kramer Oil, CVA, and Sapp Bros., with Kramer being the low bid, David Willbrant made the motion to accept Kramer Oil, Tim Mueller seconded the motion, all in favor, motion carried. Justin reported on work that was done last week. A contract for Hall Brothers was submitted for overlaying south of 148 Hwy Hanover to Yankee rd., David Willbrant made the motion to accept the contract with Hall Brothers, Tim Mueller seconded the motion, all in favor, motion carried.

Noah Goodwin asked the commissioner’s questions about roads, commissioners explained their responsibilities for Township roads, bridges and culverts.

David Willbrant talked about the Economic Development meeting, and there goal for this meeting, Gary Ouellette said he is looking for citizens that are interested in being on an Economic Development advisor board, Tim Mueller suggested they have 10 to 12 people for this board, they all agreed that they would like to see people from the whole county.

Justin Cordry, County Sheriff – reported that he is offering safety laminate for school windows, he is working with two schools now. Justin has also ordered a new patrol car and it will be delivered in July. There was discussion about the $40.00 a day meal allowance and what could be purchased with this, it was agreed that the money could be spent on meals and incidentals if needed.
David Willbrant moved to go into executive session, under none elected personal to discuss Employee resignation, to include Justin Cordry, Tim Mueller seconded the motion, all in favor, motion carried, after returning to regular session no action taken.

Mark Uhlik and Travis Kier, Business owners, discussed a meeting that was held by business owners, the discussion was about Economic Development and Jobs, housing and how they can help Economic Development be pro-active for the county, They invited one of the commissioners to join them for their next meeting Tuesday April 24, 5:30 PM at KSDS building, they also want to invite all business owners.

Tim Mueller made the motion to adjourn at 12:03, David Willbrant seconded the motion all in favor, motion carried.

The next regular commission meeting will be on Tuesday, April 30.

Derek Nester was born and raised in Blue Rapids and graduated from Valley Heights High School in 2000. He attended Cowley College in Arkansas City and Johnson County Community College in Overland Park studying Journalism & Media Communications. In 2021 he moved to Audacy, formerly known as Entercom Communications, Inc. and 106.5 The Wolf and 610 Sports Radio, the new flagship stations of the Kansas City Chiefs Radio Network, the largest radio network in the NFL. Through all of this, Derek continues to serve as the Digital Media Director for Sunflower State Radio, the digital and social media operations of Dierking Communications, Inc. and the 6 radio stations it owns and operates across Kansas.
