Marshall County Commission Meeting Minutes – 4/23/18

The Board of Marshall County Commissioners met in regular adjourned session with David E. Baier, Chairman, Robert S. Connell and Lynn Feldhausen members and Sonya L. Stohs, County Clerk present.

The meeting was called to order at 8:30 a.m.

Steve Boyda, Marysville was present to observe the meeting.

The Board opened the meeting with the flag salute.

The minutes and agenda were approved as presented upon a motion by David E. Baier seconded by Lynn Feldhausen. Unanimous.

Robert S. Connell moved, seconded by Lynn Feldhausen to approve the Neighborhood Revitalization application for Edgar A. Pralle, Blue Rapids, KS with the preconstruction pictures that were provided by the applicant and to approve the Neighborhood Revitalization application for Earl Stueve, Frankfort, KS preconstruction pictures that were provided by the applicant. Unanimous.

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

Public Works Administrator Mike Craig presented the following bids for various size tubes.

J & J Drainage Products, Hutchinson, KS – $90,611.14
Welborn Sales, Inc., Salina, KS – $83,927.84

David E. Baier moved, seconded by Lynn Feldhausen to accept the low bid from Welborn Sales, Salina, KS in the amount of $83,927.84. Unanimous.

Public Works Administrator Mike Craig presented the following proposal from Hall Brothers, Marysville for sealing 5.29 miles of 8th Road south of Blue Rapids and 3.5 miles of Pheasant Road east of Hwy 77 in the amount of $160,966.00.

David E. Baier moved, seconded by Robert S. Connell to approve having Hall Brothers, Marysville for sealing 5.29 miles of 8th Road south of Blue Rapids and 3.5 miles of Pheasant Road east of Hwy 77 in the amount of $160,966.00. Unanimous.

Robert S. Connell moved, seconded by Lynn Feldhausen to approve the following purchase orders. Unanimous.

Floyd’s Truck Repair, Sabetha, KS

Public Works Administrator Mike Craig met informed the Board that he received a letter from the Corp of Engineers that states in 1967 13th Road in Blue Rapids Township was to be vacated but landowners asked that it be allowed to stay open. At that point the Corp of Engineers owns the Road and can flood it but the Township can continue to maintain it as a road if they see it necessary. The County will be removing the existing condemned bridge and creating a low water crossing with existing material and there will be no further maintenance by the County.

Lynn Feldhausen moved, seconded by David E. Baier to go into executive session for five minutes at 9:20 a.m. to discuss matters of non-elected personnel with Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson present. Unanimous. No action taken as a result of executive session.

David E. Baier moved, seconded by Lynn Feldhausen to approve the vouchers, as presented, and issue manual warrants from the respective funds. Unanimous.

Robert S. Connell moved, seconded by David E. Baier to go into executive session for five minutes at 9:35 a.m. to discuss matters of non-elected personnel with County Clerk Sonya L. Stohs present. Unanimous. No action taken as a result of executive session.

Robert S. Connell moved, seconded by Lynn Feldhausen to approve the following purchase orders. Unanimous.

Robert S. Connell moved, seconded by David E. Baier to approve the County’s share of payrolls and related vouchers, as presented, processed the motor vehicle payroll and issued manual warrants from the respective funds. Unanimous.

Commissioner Baier asked why Agency on Aging Director Patrick O’Neil was not on the schedule and if anyone had heard anything in reference to food being purchased through Gators Hometown Foods, Blue Rapids or any action being taken on the food purchasing. He asked that Agency on Aging Director Patrick O’Neil be put on the schedule for next week.

County Counselor Jason Brinegar met with the Board. David E. Baier moved, seconded by Robert S. Connell to go into executive session for ten minutes at 9:56 a.m. to discuss matters of attorney client privilege with County Counselor Jason Brinegar present. Unanimous.

David E. Baier moved, seconded by Robert S. Connell to adjourn at 9:58 a.m. Unanimous. The next scheduled meeting will be Monday, April 30, 2018 starting at 8:30 a.m.

Starting in 2005 Derek joined the Kansas City Chiefs Radio Network as a Studio Coordinator at 101 The Fox in Kansas City, a role he would serve for 15 years culminating in the Super Bowl LIV Championship game broadcast. In 2021 he moved to Audacy, formerly known as Entercom Communications, Inc. and 106.5 The Wolf and 610 Sports Radio, the new flagship stations of the Kansas City Chiefs Radio Network, the largest radio network in the NFL. Through all of this, Derek continues to serve as the Digital Media Director for Sunflower State Radio, the digital and social media operations of Dierking Communications, Inc. and the 6 radio stations it owns and operates across Kansas.
