The Board of Marshall County Commissioners met in regular adjourned session with David E. Baier, Chairman and Robert S. Connell member and Sonya L. Stohs, County Clerk present.

Commissioner Feldhausen was absent from the meeting.

The meeting was called to order at 8:30 a.m.

The Board opened the meeting with the flag salute.

The minutes and agenda were approved as presented upon a motion by David E. Baier seconded by Robert S. Connell. Motion carried.

Public Works Administrator Mike Craig and Public Works Coordinating Supervisor Larry Polson met with the Board.

Robert S. Connell moved, seconded by David E. Baier to remove a bridge located between Sections 6 and 7 of Bigelow Township on Zenith Road from the County Inventory. Motion carried.

Robert S. Connell moved, seconded by David E. Baier to approve the following purchase orders. Motion carried.

Robert S. Connell moved, seconded by David E. Baier to approve signing the Construction Contract with Brian Nichols, a sole proprietor d.b.a. Brian’s Handyman Service, LLC for the guttering project at the Courthouse. Motion carried.

Robert S. Connell moved, seconded by David E. Baier to approve the Home Sewer bills and pay them from the appropriate funds available. Motion carried.

Robert S. Connell moved, seconded by David E. Baier to approve the following 2017 abatements with a value of 180 with a total tax of $25.13. Motion carried.

Robert S. Connell moved, seconded by David E. Baier to approve signing a Contract for Professional Services with Steve Kraushaar, Attorney for the term of February 1, 2018 through December 3, 2018 in the amount of $2,500.00 a month for Court Appointed Attorney work. Motion carried.

Robert S. Connell moved, seconded by David E. Baier to approve signing 2018 GIS Map Maintenance contract with Kimball Mapping, Manhattan, KS in the amount of $9,800.00. Motion carried.

Robert S. Connell moved, seconded by David E. Baier to approve the Neighborhood Revitalization application for Kyle and Brittany Goracke, Marysville, KS with the preconstruction pictures that were provided by the applicant; to approve the Neighborhood Revitalization application for Keystone Investment, Marysville, KS with the preconstruction pictures that were provided by the applicant to approve the Neighborhood Revitalization application for Bernice Moser, Marysville, KS with the preconstruction pictures that were provided by the applicant. Motion carried.

County Counselor Jason Brinegar met with the Board.

Robert S. Connell moved seconded by David E. Baier to go into executive session for fifteen minutes at 9:59 a.m. to discuss matters of attorney client privilege with County Counselor Jason Brinegar present. Motion carried.

County Treasurer Jami Ellenbecker met with the Board to present them with an investment policy to review. She also requested an executive session. Robert S. Connell moved, seconded by David E. Baier to go into executive session for five minutes at 10:25 a.m. to discuss matters of non-elected personnel with County Treasurer Jami Ellenbecker present. Motion carried. No action was taken as a result of executive session.

County Health Nurse Sue Rhodes met with the Board to give them a monthly update, informed them that the refrigerator got fixed and presented information on having B & W Electric, Hanover, KS rework heating and air ductwork on part of the Health Department.
Robert S. Connell moved, seconded by David E. Baier to approve having B & W Electric, Hanover, KS do heating and air ductwork in the amount of $1,334.00 in the Health Department. Motion carried.

Extension Agents Susie Latta and Anastasia Johnson, and Family Consumer staff Melissa Sandmann met with the Board to inform them what they do in the office and that they want more than one outdoor key to the Courthouse. The Board informed the group that they can get a key at the Sheriff’s office.

Agency on Aging Director Patrick O’Neil met with the Board to present the following bids for a new sink in the Helvering Center.

Sheriff Daniel A. Hargrave met with the Board to ask for step increases for Corrections Officers Derek Lybarger, Axtell and Mikah Nietfeld, Marysville from Corrections Officer, Probation at $15.86 an hour to Corrections Officer, 1 year at $16.11 an hour effective April 1, 2018. Robert S. Connell moved, seconded by David E. Motion carried.

County Sanitarian Marlene Stamm met with the Board to give them a quarterly update.
Robert S. Connell moved, seconded by David E. Baier to give a six month extension to Ryan and Angie Wassenberg, Home, KS for their Neighborhood Revitalization application. Motion carried.

Robert S. Connell moved, seconded by David E. Baier to approve the vouchers, as presented, and issue warrants from the respective funds. Motion carried.

Robert S. Connell moved, seconded by David E. Baier to adjourn at 11:37 a.m. Unanimous. The next scheduled meeting will be Monday, March 19, 2018 starting at 8:30 a.m.

Starting in 2005 Derek joined the Kansas City Chiefs Radio Network as a Studio Coordinator at 101 The Fox in Kansas City, a role he would serve for 15 years culminating in the Super Bowl LIV Championship game broadcast. In 2021 he moved to Audacy, formerly known as Entercom Communications, Inc. and 106.5 The Wolf and 610 Sports Radio, the new flagship stations of the Kansas City Chiefs Radio Network, the largest radio network in the NFL. Through all of this, Derek continues to serve as the Digital Media Director for Sunflower State Radio, the digital and social media operations of Dierking Communications, Inc. and the 6 radio stations it owns and operates across Kansas.
