Osborne County Commissioners – January 8, 2017

Present: Alfred Reif, C.W. “Bill” Seaman, Craig Pottberg, and Vienna Janis, County Clerk.

Alfred Reif called the meeting to order at 9:04 a.m.

Chris Rhodes met with commissioners to discuss software and updating the IBM server.

Commissioners read the minutes for special meeting held January 2, 2018. C.W. Seaman moved to approve the minutes as presented for special meeting held January 2, 2018, Craig Pottberg second. Vote: all motion carried.

Commissioners read minutes for special meeting held January 4, 2018. Craig Pottberg moved to approve the minutes as presented for special meeting held January 4, 2018, C.W. Seaman second. Vote: all motion carried.

Commissioners signed and approved disbursement request for general obligation bonds.

C.W. Seaman moved to approve payments to Attorney General and State Treasurer for General Obligation bonds, Craig Pottberg second. Vote: all motion carried.

BobbiJo Boxum met with commissioners to discuss interest payments and vouchers for the bonds.

Brent “Bo” French met with commissioners and presented his quarterly cash report for 3rd and 4th quarters. Bo discussed the following items: equipment repairs, hay permits, bridge #211, rocking county road 388, tree pile has been burned, and recycling card board. Bo French presented quotes from MORE Chevrolet for three new pick-ups. C.W. Seaman moved to purchase three 2018 pick-ups from MORE Chevrolet, Craig Pottberg second. Vote: all motion carried.

Marianna Harris and Linda Murphy met with commissioners to discuss paying interest payments and invoices associated with the bond and temporary note. BobbiJo Boxum came into meeting and a call was placed to John Mapes-Auditor for how to handle the payments that need to be made. John Mapes stated that the process needs to be through the voucher system and a check written, so there is a paper trail, and documentation showing it was paid. He said that Marianna Harris would need to sign the voucher as department head and then Alfred Reif would need to approve as commissioner. He said because everything is under Osborne County and we are responsible for the bank account we have to have a paper trail for auditing purposes. John Mapes stated we should not send the disbursement paper allowing Security Bank to access the account. Discussion was held.

Craig Pottberg moved to approve change orders 2017-60 and 2017-61 to the 2017 tax roll for intangible taxes, Alfred Reif second. Vote: all motion carried.

Commissioners received an agreement from Plainville Rescue Services for 2018 for a cost of $250.00. C.W. Seaman moved to approve the agreement with Plainville Rescue Services for $250.00 for 2018, Craig Pottberg second. Vote: all motion carried.

Commissioners received annual report for Developmental Service of NW Kansas Inc. and Agreement for Services. C.W. Seaman moved to approve the Agreement for Services between Osborne County and Developmental Services of Northwest Kansas, Inc. for 2018, Craig Pottberg second. Vote: all motion carried.

Commissioners reorganized for the 2018 year.

Name new Chairperson and Vice Chairperson. C.W. Seaman moved to appoint Alfred Reif as Chairman and Craig Pottberg as Vice Chairman, Craig Pottberg second. Vote: all motion carried.

Approve the GAAP resolution for 2018. C.W. Seaman moved to approve resolution 2018-01 to waive the annual requirements of generally accepted accounting principles and fixed asset account for 2018, Craig Pottberg second. Vote: all motion carried.

Approve county holidays: C.W. Seaman moved to approve the county holiday schedule for 2018 and give all day December 24th, Craig Pottberg second. Vote: all motion carried.

Appoint Dr. Barbara Brown as Osborne County Health Officer and Coroner. Craig Pottberg moved to appoint Dr. Barbara Brown as Osborne County Health Officer and Coroner for 2018, C.W. Seaman second. Vote: all motion carried.

C.W. Seaman moved to approve the following banks as official depositories for Osborne County for 2018: State Bank of Downs, Sunflower Bank of Osborne, The Farmers Bank-Osborne, Southwind Bank-Natoma, and Kansas Municipal Investment Pool-Topeka, Alfred Reif second. Vote: all motion carried.

Alfred Reif moved to appoint Vienna Janis as Purchasing Agent, KPERS Designated Agent, Privacy Officer, Public Information Officer, and Freedom Information Officer for 2018, Craig Pottberg second. Vote: all motion carried. .

Craig Pottberg moved to appoint Brent French as Safety Coordinator for 2018, C.W. Seaman second. Vote: all motion carried.

C.W. Seaman moved appoint Colin Clark as Purchasing Agent for road and bridge, landfill, and recycling for 2018, Alfred Reif second. Vote: all motion carried.

Craig Pottberg moved to appoint Carla Mans as America with Disability Act Coordinator for Osborne County for 2018, Alfred Reif second. Vote: all motion carried.

Craig Pottberg moved to appoint C.W. “Bill” Seaman to North West Kansas Planning and Development Executive Board for 2018, Alfred Reif second. Vote: all motion carried.

Commissioners discussed raises. C.W. Seaman moved to approve a 25 cent raise for all full time and part time county employees, Alfred Reif second. Vote: all motion carried.

Craig Pottberg moved to adjourn the meeting, C.W. Seaman second. Vote: all motion carried. Meeting ended at 11:26 a.m.

In 2021 he moved to Audacy, formerly known as Entercom Communications, Inc. and 106.5 The Wolf and 610 Sports Radio, the new flagship stations of the Kansas City Chiefs Radio Network, the largest radio network in the NFL. Through all of this, Derek continues to serve as the Digital Media Director for Sunflower State Radio, the digital and social media operations of Dierking Communications, Inc. and the 6 radio stations it owns and operates across Kansas.
