January 15, 2018

Commissioner Charles Posson called the meeting of the Norton Co Board of Commissioners to order at 9:00 AM on January 15, 2018 at the Commission Room. Attendance: Richard Thompson, Present: Charles Posson, Present: Thomas Brannan, Present.

DSNWK
A motion was made by Commissioner Thompson to approve the Agreement for Service with DSNWK. The agreement is an annual agreement between the County of Norton and DSNWK for tax support. The approved levy for DSNWK in 2018 will be .649, for a total maximum dollar of $45,000. The motion was given a second by Commissioner Brannan. Motion passed 3-0.

January 8th, 2018 minutes
A motion was made by Commission Brannan to approve the January 8th, 2018 minutes with a second from Commissioner Thompson. Motion passed 3-0.

Road Department
Floyd Richard and Becky Wilson, Norton County Road Department were in to visit with the commission about the Federal funding agreements. The funding is not in place yet according to Becky, however the agreements need to be signed prior to distribution.
Becky presented to the commission the land lease agreements that are done annually. The agreements are between the land owner and Norton County for authorization to park equipment upon their property. There were a total of 6 agreements signed.
Floyd discussed with the commission the possibility of trading for a new pickup. The last purchase was in 2012 for the new vehicle. The commission stated that it was a good idea to upgrade and requested that Floyd get bids.

Resolution 2018-01
Resolution 2018-01, a resolution to waive the annual requirement of general accepted accounting principals fixed asset accounting was presented to the commission for signature and adoption. The resolution is for financial statements and conformity with the requirement ofK.S.A, 75-l 120a, as amended by Chapter 348 of the 1982 Session Laws for the State of Kansas. A motion was made by Commissioner Thompson to approve Resolution 2018-01 with a second from Commissioner Brannan. Motion passed 3-0.

Resolution 2018-02
Resolution 2018-02, a resolution to adopt and declare financial statements and financial reports prepared in conformity with general accepted accounting principles are not relevant to the cash basis law and budget laws of Kansas and are of no significant value to the governing body or general public. A motion was made by Commission Brannan to adopt and sign Resolution 2018-02 with a second from Commissioner Thompson. Motion passed 3-0.

Resolution 2018-03
Resolution 2018-03, a resolution to establish the official newspaper for Norton County. K.S.A. 64-101 provides that the County Commission shall designated by resolution an official newspaper for publication. Approval of Resolution 2018-03 approves Norton Telegram as the official newspaper. A motion was made by Commissioner Thompson to adopt Resolution 2018-03 with a second from Commissioner Brannan.
Motion passed 3-0.

January 15, 2018

2018 Mileage Rate
The commission reviewed the IRS approved mileage rate for 2018. The IRS approved rate will be 54.5 cents for every mile of business travel.. Commission Thompson made a motion to approve the mileage rate for Norton County at 54.5 cents with a second from Commissioner Brannan. Motion passed 3-0.

Depository Banks, 2018
The commission discussed the depository banks for Norton County. Each year the County is required by motion to establish the depository banks. A motion was made by Commissioner Thompson to approve The Bank; Almena State Bank; Solutions North and First State Bank as the depository banks for 2018. The motion was given a second by Commissioner Brannan. Motion passed 3-0.

Commission Board
The commission established the 2018 board. A motion was made by Commissioner Thompson to appoint Charles Posson as the Chairman and Richard Thompson as Vice-Chairman. The motion was given a second by Commissioner Brannan. Motion passed 3-0.

The commission discussed the board appointments for 2018. The following boards will be represented by the commission are:
Norton County Hospital, Commissioner Posson
NW Kansas Planning & Development, Commissioner Thompson Economic Development, Commissioner Brannan
Airport Board, Commissioner Brannan and Posson Juvenile Justice, Commissioner Thompson
County Health, Commissioner Thompson

Annual Dues
A portion of the annual dues were presented to the commission for approval. Those presented and approved were Kansas Association of Counties for $1,816.09; Kansas Legislative Policy Group $1,359.47 and National Association of Counties for $450.00.
The annual Agreement for Service with the Plainville Rescue Squad, Inc was presented to the commission for signature and approval. The agreement for service is composed primarily for the purpose of recovering drowning victims form various tracts of water in the Norton County area. The contract was signed and approved by the County Commission for 2018 in the amount $250.00.

Jeff Wolf, City Code Inspector
Jeff Wolf, Norton City Code Inspector was in to have the County Clerk and Chairman sign the application for abatement. The structure to be removed on the demolition program is 1112N. Norton. The commission approved the request last week. Commission Chairman Charles Posson and County Clerk Robert D. Wyatt signed the application.

Adjournment
There being no further business before the Board the meeting was adjourned until 1/22’2018. The Commission minutes are not considered official and will remain a working document until signed and approved.

In 2021 he moved to Audacy, formerly known as Entercom Communications, Inc. and 106.5 The Wolf and 610 Sports Radio, the new flagship stations of the Kansas City Chiefs Radio Network, the largest radio network in the NFL. Through all of this, Derek continues to serve as the Digital Media Director for Sunflower State Radio, the digital and social media operations of Dierking Communications, Inc. and the 6 radio stations it owns and operates across Kansas.
