Osborne County Commissioners – Minutes for November 6, 2017

Present: Alfred Reif, Craig Pottberg, C.W. “Bill” Seaman, and Vienna Janis, County Clerk

Alfred Reif called the meeting to order at 9:02 a.m.

Brent “Bo” French and Pat Carlin met with commissioners to discuss Veteran’s Holiday. The policy manual states that Veteran’s Day is an official holiday for the county. C.W. Seaman stated that due to the holiday falling on Saturday that county employees could just give an extra eight hours in pay. Discussion was held. Alfred Reif moved to give county employees Friday, November 10, 2017 for Veteran Day Holiday, Craig Pottberg second. Vote: all motion carried.

Bo French continued to meet with commissioners on the following: bridge work has begun and barricades is up, applied for a grant for a new forklift for landfill, iron in Sears Building, and will begin hauling rock. Alfred Reif moved to approve for Brent French to apply for grant for a new forklift for the landfill, C.W. Seaman second. Vote: all motion carried.

Chris Rhodes met with commissioners to discuss mileage reimbursement, table top exercise, attend classes in Salina, and holding Local Emergency Management Committee meetings (LEPC).

Commissioners read letter to be sent to Berexco, LLC asking that they remove cattle guards from open road in Round Mound Township. C.W. Seaman moved to approve the letter to be sent to Berexco, LLC, and Craig Pottberg second. Vote: all motion carried.

Scottie Becker and Valecia Rogers met with commissioners. Scottie Becker stated that Brandy Miner resigned her position effective October 31, 2017. Valecia Rogers has been hired to replace Brandy and needs to be added to checking account. Craig Pottberg moved to approve to have Brandy Miner removed from checking account and to add Valecia Roger to the checking account, C.W. Seaman second. Vote: all motion carried.

Commissioners approved transfer 17-87 for $60.48.

Wayne Ducolon from KAPE roofing met with commissioners to discuss the following: will repair the kink in AC pipe, will want another payment when cupula is done, gutters and downspouts should only take two days to finish, sidewalk work will begin today, sprinkler work will begin on next Tuesday, and need to settle the reglet issue today.

Commissioners recessed at 11:04 a.m. Craig Pottberg moved to recessed meeting and reconvened at 1:00, C.W. Seaman second. Vote: all motion carried.

Commissioners reconvened at 1:00 p.m. with the clerk or deputy clerk not present in the meeting and adjourned the meeting at 2:30 p.m.

Osborne County Commissioners – Minutes for Special Meeting held on November 8, 2017

Present: Alfred Reif, C.W. “Bill” Seaman, Craig Pottberg, Paul Gregory-County Attorney, and Vienna Janis, County Clerk.

Alfred Reif called the special meeting to order at 9:02 a.m. for the purpose of contract negotiations with Wayne Ducolon-KAPE Roofing.

Commissioners presented contract that has been signed by them and Wayne Ducolon to Paul Gregory. Paul asked what was in the specs. Commissioners asked Paul Gregory if they decided to put reglet in after the KAPE Roofing is done would that void the warranty.

Wayne Ducolon met with commissioners at 9:21 a.m. Wayne gave an update on the Duralast Warranty will be deliver tomorrow. Commissioners shared pictures taken by Johnnie Adam on some areas of concern. The hand railing is repaired. Concrete work has begun. Wayne Ducolon stated that the blue prints were wrong and his contract does not call for him to put in reglets. He is legally not obligated to do so and stated that the reglet issue is a dead issue. Wayne Ducolon will rescind the change order request but the issue of the reglets needs to go away. C.W. Seaman asked Wayne if commissioners install reglets after the project would it void the warranty on the roof. Wayne stated that there is five year warranty on material and labor. Wayne stated that a decision needs to be made today. Wayne Ducolon left the meeting at 9:59 a.m.

Commissioners called Johnnie Adam to discuss issues. Johnnie Adam stated that Wayne Ducolon his responsible for all damage done while on this project. Johnnie Adam stated tax payers are paying for work that is not good. The roof will need to be inspected before final payment is made.

C.W. “Bill” Seaman moved to agree that reglets will not be installed by KAPE Roofing in exchange for concrete work, sprinklers being replace, and change order being rescinded from Blueline (sub-contractor), Alfred Reif second. Vote: all motion carried.

Craig Pottberg moved to adjourn the meeting, C.W. Seaman second. Vote: all motion carried. Meeting ended at 10:25 a.m.

In 2021 he moved to Audacy, formerly known as Entercom Communications, Inc. and 106.5 The Wolf and 610 Sports Radio, the new flagship stations of the Kansas City Chiefs Radio Network, the largest radio network in the NFL. Through all of this, Derek continues to serve as the Digital Media Director for Sunflower State Radio, the digital and social media operations of Dierking Communications, Inc. and the 6 radio stations it owns and operates across Kansas.
