Washington County Commission Meeting Minutes – 7/24/17

The Board of Washington County Commission met in regular session on Monday July 24, 2017 in the commission room at the Washington County Courthouse. Members present: Tim Mueller, 1st District Commissioner, David Willbrant, 2nd District Commissioner, Gary Ouellette, 3rd District Commissioner, and Diana Svanda, County Clerk to record minutes.

Signed minutes from June 26 – July 17, 2017
Review Letter from Della Rowley – Appraiser Applicant
Review Letter from Auditor concerning Parks & Recreational
Signed Payroll change notices
Review agreement for Cook, Flatt & Strobel
Review contract for Sanitation & Environmental Contract

Tim Mueller reported that he had attended a 12 judicial district meeting. Also he had talked to Raymond Bott about chemical sales, and Tim is looking into the voucher program.
Tim was ask about the Holiday schedule for the Transfer station it was decided for this year, they will be open the half day on Saturday for the following Holiday’s
Labor Day, Thanksgiving, Veterans Day, and New Year’s Eve, then for the following Holiday Christmas they will be closed.
This schedule will be decided at re-org time in January of each year.

Bev Finlayson – Interim Appraiser, The Commissioners talked to Bev about the interview they conducted for County Appraiser. Bev also let the commissioners know there is other options out there if they decided not to hire full time.

Justin Novak, Road & Bridge Supervisor – David Willbrant made the motion to sign CFS contract, Gary Ouellette seconded the motion, all in favor, motion carried. David Willbrant made the motion to go into executive session for non-elected personal for 15 minutes, Gary Ouellette seconded the motion, all in favor, motion carried. After returning to regular session no action taken. Justin reported that they will be working in Clifton & Bremen all week, on Gypsum between 24 & 25 road all week and Madison & 15 road for repairs this week. Next week they plan on being on Osage & 19 road.

Randy Hubbard, Emergency Management – Turned in travel request for the month of August including Hotel and Meals which commissioners approved. Randy talked to the commissioners about certification classes he has been taking, also reporting the message board was used for the Washington County Fair. Randy is in charge of the Red Cross for Washington County and is in need of voluntaries for Red Cross.

Duane Bruna, Environmental Science – Reported Scwab Eaton approval for C & D Cell 4
Duane ask if it was ok that he worked one day at the State Fair, all Commissioners was in favor of this.

Gloria Moore, Tourism Director – Reported on meetings for her department that she has attended. Gloria also reported that the Fair board has lowered their cost for renting fair buildings and grounds for the Hwy 36 Treasurer Hunt , Larry Lovgren is handling these reservations.

Marlene Stamm, Sanitarian – Marlene reported on new permits, Finalized permits, and meetings & training.
David Willbrant made the motion to approve the contract for Governmental service between Washington, Marshall, Clay, and Cloud Counties for Sanitation and Environmental services with Marlene Stamm being Hire as a Full Time employee as of October 1, 2017, Gary Ouellette seconded the motion, all in favor, motion carried.

Gary Ouellette made the motion to approve resolution 7-17 for Governmental service between Washington, Marshall, Clay and Cloud Counties for Sanitation and Environmental services, all in favor, motion carried.

Commissioners placed a call to Rachell Standley to offer her the position of Washington County Appraiser, Rachell accepted the position. Commissioners request that she meet with them next Monday at 9:15 July 31, 2017.

David Willbrant made the motion to adjourn at 11:45 AM, Gary seconded the motion, all in favor, motion carried.

Next regular meeting will be July 31, 2017

Derek Nester was born and raised in Blue Rapids and graduated from Valley Heights High School in 2000. He attended Cowley College in Arkansas City and Johnson County Community College in Overland Park studying Journalism & Media Communications. Starting in 2005 Derek joined the Kansas City Chiefs Radio Network as a Studio Coordinator at 101 The Fox in Kansas City, a role he would serve for 15 years culminating in the Super Bowl LIV Championship game broadcast. In 2021 he moved to Audacy, formerly known as Entercom Communications, Inc. and 106.5 The Wolf and 610 Sports Radio, the new flagship stations of the Kansas City Chiefs Radio Network, the largest radio network in the NFL. Through all of this, Derek continues to serve as the Digital Media Director for Sunflower State Radio, the digital and social media operations of Dierking Communications, Inc. and the 6 radio stations it owns and operates across Kansas.
