Norton Co Board of Commissioners
November 30, 2017
Commissioner Charles Posson called the meeting of the Norton Co Board of Commissioners to order at 9:00 AM on November 30, 2017 at the Commission Room. Attendance: Richard Thompson, Present: Charles Posson, Present: Thomas Brannan, Present.
A motion was made by Commissioner Brannan to approve the minutes from the November 20th, 2017 commission meeting with a second from Commissioner Thompson. The motion passed 3-0.
Gail Boller was in to visit with the commission about the Norton Community Foundation. Gail explained that this is the time of year for the fund drive and asked the commission for participation and support. Gail asked that the commission keep the foundation in mind and appreciated the support.
Commissioner Brannan called for an executive session at 9:15 am for a period of 15 minutes to discuss attorney client information and to include the County Clerk, Robert D. Wyatt and County Counselor R. Douglas Sebelius. The motion was given a second by Commissioner Thompson. Motion passed.
The commission returned to regular session at 9:30 am with no action taken as a result of the executive session.
Sheriff Thomson reported to the commission that he current has a jail population of 1L Troy reported on other department operations as well as the home moving that will be taken place in Edmond today. Troy explained that the moving of the home is a court order from the judge, therefore a requirement of the county.
Troy reported that he has been notified by the company that he purchased the department tazers from is doing away with the warranty. Troy stated that by the firm doing away with the warranty this is a liability issue for the county if there use is continued. Troy has purchased new tazers for approximately $5,000.00.
Alan Hale, Appraiser
Alan Hale, Norton County Appraiser was in to visit with the commission about a BOTA tax order that was given to Northwest Kansas Planning. Alan stated the application was filed by Northwest Kansas Housing for the new housing in Almena and Norton The Board of Tax Appeals issued the abatement for three properties totaling $12,230.22. The commission signed abatement #2017000083; 2017000084 and 2017000085.
Floyd Richard, Norton County Road Department spoke with the commission about a bridge on a road that has been vacated and closed for many years. The commission discussed the bridge and the ownership since Floyd has had a request from an association to acquire the bridge. County Counselor R. Douglas Sebelius stated that the county can simply issue a letter to the current landowner and give them ownership. The property owner can then do as he wishes with the bridge.
Added and Abated Tax
Several added and abated tax payments were submitted to the commission for signature and approval. Added tax statement #20 I7000068; 2017000069 and 20I7000077 were approved in the amount of
$522.54. The statements were issued for failure to report.
Abated statements #20 I7000065; 20I7000066; 2017000067; 2017000074; 2017000071; 20 I7000070 and
20I7000 IOI were issued for property value classification and for property that has been sold and failed to report. The abatements were signed and approved in the amount of$2,266.08.
Leslie Pfannenstiel, Norton County Health Department spoke with the commission about department operations and hiring of new staff. Leslies stated that with a recent retirement application she needed to hire an LPN. The application and interview process is completed and Leslie has made a decision for hiring. The position was offered and accepted.
Leslie spoke with the commission about having some help with moving some file cabinets and cleaning the gutters. Leslie asked if in the month of December the prisoner crew could assist with their labor needs. The commission approved the request.
Vicki Bainter, Norton County Treasurer spoke with the commission about a CD that is coming due tomorrow. Bids have been sent to the local banks for the CD, all of whom have responded with the exception of one bank. Vicki asked the commission to review the bids and give recommendations on the certificate. The commission asked if Vicki could obtain the final bid before making a decision.
Vicki Bainter, Norton County Treasurer returned with the bids for the CD. Upon review, Commissioner Brannan made a motion to approve the bid from THE BANK with a second from Commissioner Thompson. Motion passed 3-0.
Commissioner Brannan made a motion to go into executive session for a period of I5 minutes to discuss non elected personnel for a period of 15 minutes and to include County Clerk Robert D. Wyatt and County Attorney R. Douglas Sebelius. The motion was given a second by Commissioner Thomson. Motion passed 3-0.
The commission returned to regular session with no action taken as a result of the executive session.
Memorandum of Agreement
County Counselor R. Douglas Sebelius provided to the commission a Memorandum of Agreement between Norton County and CenCon of Kansas for the services provided for crushing concrete. The agreement was reviewed and signed by Chairman Posson.
Payroll and Vouchers
The Norton County Commission and County Counselor reviewed the vouchers and payroll for the month of November 20 I7. Upon review the vouchers and payroll were signed and approved as submitted.
County tax sale
County Counselor R. Douglas Sebelius reported to the commission on the past tax sale. The sale was conducted a few weeks ago and from the onset of the foreclosure the county was able to collect approximately $109,000 dollars.
There being no further business before the Board the meeting was adjourned until 12/11/2017. There being no further business the commission adjourned. The minutes are not considered official until signed and approved by the commission and will remain a working document until approved.
